BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on October 2, 2018. This is in accordance with the adjournment of the September 18, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on September 28, 2018. The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Chairman John-Robert Faden; Vice Chairman Robert J. Gifford; Member Robert Post; Sharon Sandberg, Assessor; Tom Neal, Highway Superintendent, Mark Kovarik, and Lori Hostetler, Clerk. Also present at various times: Monty Stoddard, Treasurer.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Gifford moved to approve as presented. Second by Post. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for September 18, 2018 and that the actions therein be ratified. Second by Post. Roll call vote: Post, yes; Faden, yes;Gifford, yes.

Item #1 – Set levies for 2018 - 2019 – Sharon Sandberg, Assessor presented the levy sheet for review. Gifford read the resolution into record and made a motion to adopt the resolution setting the levies for 2018 - 2019 as follows:

The next meeting will be held in regular session on October 16, 2018 or at the call of the clerk. ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Void check #1809096 – Post made a motion to void check #1809096. Second by Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #2 – Discussion on weed superintendent contract – There was discussion with Buck Hottell on the duties of the weed superintendent.

Item #3 - Discussion on courthouse hours for Friday, October 5th due to the unavailability of water – There was discussion that the water will be turned off for repairs on Friday, October 5th at 8:30 a.m., and that the repairs will last from 2-6 hours. There was also discussion on the time needed to replace the carpet in the offices. It was decided that the courthouse would close at noon on Friday, October 5th and be closed through Tuesday, October 9th. The notice of closure will be posted locally, be posted on the county website, and will be published in the paper. It will also be announced on KNEB radio.

Item #4 - Update on internet providers - There was discussion on the companies that have shown interest in providing internet to the county. It was agreed that there is a need for faster and better internet. There was also discussion on the possibility of using an existing tower already located in the county.

REPORTS

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that they should be done graveling Road 6 by the end of the week. He said that the new private driveway needs to be watered before the county can gravel it, and the roads that were damaged by the hauling of gravel for the Air Force are being repaired.

TREASURER

Monty Stoddard, Treasurer presented the pledged collateral report and said he will be attending the legislative meeting on October 11th.

CLERK

Lori Hostetler, Clerk reported that she is preparing for the General Election and has received the ballots. She said she has been in contact with Pete regarding a few documents that were missing from the submitted budget. She also said she will be attending the NIRMA Conference in Kearney next week.

SURVEYOR

Carl Gilbert, Surveyor reported that he will be starting field work at the end of the month. He also said he is looking at the cost to change how survey records are accessed on the county website.
