BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on June 5, 2018. This is in accordance with the adjournment of the May 18, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on June 1, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:32 a.m. Present on roll call were: Chairman John-Robert Faden; Vice Chairman Robert J. Gifford; Member Robert Post; Sharon Sandberg, Assessor; Tom Neal, Highway Superintendent, Toney Krajewski, Assistant Highway Superintendent; Carl Gilbert, Surveyor, and Lori Hostetler, Clerk. Also present at various times: Jim Zimmerman, Attorney

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote: Post, yes; Gifford, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for May 18, 2018 and that the actions therein be ratified. Second by Post. Roll call vote: Post, yes; Faden, yes;Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD 

CORRESPONDENCE - None

Item #1 – Tax list correction – Sharon Sandberg, Assessor presented a tax list correction. Gifford made a motion to approve tax list correction # 17-3. Second by Post. Roll call vote: Gifford, yes; Post, yes; Faden, yes

Sharon stated that she has mailed out valuation notices.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:39 a.m.  Second by Post. Roll call vote: Post, yes; Gifford, yes; Faden, yes. The next meeting will be held in regular session on June 19, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #2 – Matt Anderson – Wildlife Specialist – Discussion and possible renewal of contract – Matt Anderson presented a report of the year’s activities. After review of a 5 year contract, Gifford made a motion to accept the 5 year contract. Second by Post Roll call vote: Post, yes; Gifford, yes; faden, yes.

Item #1 – Kimball/Banner Extension Annual Report – Karen DeBoer -  Karen DeBoer presented the Kimball/Banner Extension annual report.

Item #3 – Approval of application for snow removal and/or surface grading – The application was approved.


Item #4 Discussion of wind energy – Greg Harshberger and Josh Framel with Invenergy – 
Josh Framel with Invenergy discussed the early stages of a possible wind project in Banner County

REPORTS 

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that he has hired a seasonal employee to mow. He said they are continuing to work on Road 6, and he will be attending the Summer Meeting next week.

WEED
Cris Burks, Weed Superintendent reported on the situation with Common Mullein. After discussion, it was agreed that the county would purchase $1500 Common Mullein mites this year.

ATTORNEY
Jim Zimmerman, Attorney reported that there is a lot of activity, and there may be some trials. He said there have been more STOP cases and informed that he could not attend the Spring Workshop so will have to go in the Fall.

TREASURER
Monty Stoddard, Treasurer presented the pledged collateral reports and said he will be attending the Summer Workshop next week.

SURVEYOR
Carl Gilbert, Surveyor discussed areas in the county that he will be surveying.

CLERK
Lori Hostetler, Clerk confirmed that there has been a lot of activity in District Court, and there are several individuals in jail right now.

No other reports.

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:46 a.m.  Second by Post.  Roll call vote: Post, yes; Faden, yes; Gifford, yes.
