BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on February 6, 2018. This is in accordance with the adjournment of the January 16, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on February 2, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The Vice Chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Vice Chairman Robert J. Gifford; Member Robert Post: Jim Zimmerman, Attorney, and Lori Hostetler, Clerk. Also present at various times: Monty Stoddard, Treasurer, and Tom Neal, Highway Superintendent.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote: Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for January 16, 2018 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None


Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m.  Second by Post.  Roll call vote: Gifford, yes; Post, yes. The next meeting will be held in regular session on February 20, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Approve application for snow removal and surface grading – Application was approved.

Item #3 – Review and signing of the Amendment for the Subaward (Subgrant) Agreement between Banner County and the Department of Health and Human Services Child Support Enforcement Program – Gifford made a motion to sign the Amendment for the Subaward (Subgrant) Agreement between Banner County and the Department of Health and Human Services Child Support Enforcement Program and to authorize the vice chairman to sign. Second by Post. Roll call vote: Post, yes; Gifford, yes.

Item #4 – Review and signing of Adoption Agreement and Corporate Resolution for the Premium Only Flexible Benefits Plan – Post made a motion to receive, acknowledge, and adopt the Adoption Agreement and Corporate Resolution for the Premium Only Flexible Benefits Plan  and to authorize the vice chairman to sign. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Item #2 – Annual Washington Update from Congressman Adrian Smith’s Office – Phillip Black -  Phillip Black presented an overview of the last year. He said that the Farm Bill and trade are a priority for Congressman Smith.

Item #5 – Discussion and possible action on road employees’ wages and benefits – After discussion, Post made a motion to clarify that the highway superintendent should receive a .50 per hour wage increase. Second by Gifford. Roll call vote: Post, yes; Gifford, yes. The matter of wages and benefits for road employees will be discussed further at a future meeting.

REPORTS

COMMITTEE REPORTS
Post reported that the Panhandle Health Group is considering their options due to financial difficulties.

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that there have been problems with people disposing of garbage in the ditches. He said they have been updating road signs and discussed the cost to chip seal Stegall Road. He also said he has 4 applicants for the machine operator position.

TREASURER
Monty Stoddard, Treasurer presented the pledged collateral report. He said that he attended the legislative meeting and will advertise the tax sale next week.

CLERK
Lori Hostetler, Clerk reported she is working on election. She said that the furnace in the courtroom has been replaced.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:23 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Post, yes.
