BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on August 21, 2018. This is in accordance with the adjournment of the August 7, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on August 17, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The vice chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Vice Chairman Robert J. Gifford; Member Robert Post; Sharon Sandberg, Assessor; Mark Kovarik; Jim Zimmerman, Attorney; Tim Newman, Emergency Manager, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Post moved to approve as presented. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for August 7, 2018 and that the actions therein be ratified. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD 

Item #1 – Tax list correction – Sharon Sandberg, Assessor presented a tax list correction which was necessary due to a denial of a homestead exemption application. Post made a motion to accept tax list correction # 17-4 and to authorize the vice chairman to sign. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Sharon said that the centrally assessed valuations were a little less than what she had estimated.


Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:37 a.m.  Second by Post. Roll call vote: Post, yes; Gifford, yes. The next meeting will be held in regular session on September 4, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Also present at various times:  Betsy Vidlak; Chairman John-Robert Faden; Jeff Lampman; Cris Burks, Weed Superintendent; Tim Grubbs; Larry Burbach, and Nicholas Wals.

ITEMS OF BUSINESS BEFORE THE BOARD 

Item #1 – Betsy Vidlak – Community Action Partnership of Western Nebraska – Betsy Vidlak gave a summary of the different youth programs that are offered by CAPWN.

Item #2 – Discussion and possible on supporting CAPWN - After discussion, Post made a motion to support CAPWN with $500. Second by Gifford. Roll call vote: Gifford, yes; Post, yes.

Item #3 – Annual Weed Program Review – Jeff Lampman with NE Dept. of Agriculture – Jeff Lampman reported that Banner County’s Weed Program met the weed control state standards minimum requirements.

Item #5– Discussion of weed superintendent contract – Cris Burks – Cris Burks, Weed Superintendent said that due to the retirement of her Banner County employee, she would not be renewing her contract. She presented a letter of resignation.

Item#6 – Discussion and possible action on replacing flooring in the courthouse – There was discussion that there is a safety issue developing because many of the existing floor tiles are coming loose and the carpet is frayed. Gifford made a motion to accept the estimate received from Don Schmid Carpet. The estimate is for the installation of carpet in all the offices and courtroom, and for tile in the hallway. Second by Post. Roll call vote: Post, yes; Gifford, yes.

Item #4 – Discussion and possible action on skid steer lease – Larry Burbach - After discussion that the new skid steer model does not work well for mowing and may not do well at snow removal, Post made a motion to enter into a lease for the used, one year old 287 CAT Skid Steer. Second by Faden. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

REPORTS 

ATTORNEY
Jim Zimmerman, Attorney said he is slowly getting rid of all of the felony cases.

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they are done with the culvert on Road 61 and said they picked up trash on Wright’s Gap Road this morning. There was discussion that a resident has requested that the county put in a driveway to a new homesite.

CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She said she has received the Notice of Budget Hearing from Pete and will have it published in Thursday’s paper.

COMMITTEE REPORTS
Post discussed pursuing internet service with Visionary and said he was trying to see how things were progressing.

Tim Newman, Emergency Manager discussed the possibility of the county getting a grant for a generator for the courthouse.

Faden made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:46 a.m.  Second by Post.  Roll call vote: Post, yes; Faden, yes; Gifford, yes.
