BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 6, 2018. This is in accordance with the adjournment of the February 20, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on March 2, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman John-Robert Faden; Vice Chairman Robert J. Gifford; Jim Zimmerman, Attorney; Tom Neal, Highway Superintendent, and Lori Hostetler, Clerk.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Gifford moved to approve as presented. Second by Faden.  Roll call vote: Faden, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for February 20, 2018 and that the actions therein be ratified. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None


Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:40 a.m.  Second by Faden.  Roll call vote: Gifford, yes; Faden, yes. The next meeting will be held in regular session on March 20, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 – Void check 01802081 – Gifford made a motion to void check #01802081. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

Item #2 – Discussion and possible action on salary vs. hourly pay for the highway superintendent position – After discussion, Gifford made a motion to switch the highway superintendent position from hourly to salary at $37,560 per year effective March 1, 2018, and with leave time consistent with that of hourly employees. Second by Faden. Roll call vote: Faden, yes; Gifford, yes.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they have been blading roads. He said a radiator is being repaired, and they are preparing to haul chips to do Stegall Road. He said he is in the process of setting up a CPR class and will be going to Illinois next week to the John Deere Factory.

TREASURER
Monty Stoddard, Treasurer presented the pledged collateral report. He said that he has moved some money over to NPAIT because the interest rate is better. He reported that there wasn’t a need for a tax sale on March 5th. He said that a new MIPS system will be installed this month, and his office will need at least one new computer to handle the new program.

CLERK
Lori Hostetler, Clerk reported she is continuing to prepare for the primary election. She said that several offices will automatically advance to the general election. She also discussed the need to replace the tile floors in the hallway of the courthouse and in the courtroom.

ASSESSOR
Sharon Sandberg, Assessor said she is working on values and presented handouts showing how many people are using the GIS website.

SHERIFF
Stan McKnight, Sheriff discussed the cost for law enforcement training in order to get certified.

Gifford made a motion to go into executive session to discuss potential litigation and to receive advice from the county attorney. Second by Faden. Roll call vote: Faden, yes; Gifford, yes.

Executive session was called at 9:32 a.m. Those present: Stan McKnight, Sheriff; Jim Zimmerman, Attorney; Chairman John-Robert Faden, and Vice Chairman Robert Gifford.

Gifford made a motion to come out of executive session which was called to discuss potential litigation and to receive advise from the county attorney. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

No action was taken.

Meeting resumed at 10:45 a.m.

HIGHWAY SUPERINTENDENT (continued)

Tom Neal presented a list of bids received for fuel. He said the county contracted with the low bid from Panhandle COOP at 45,000 gallons of diesel at $2.44 a gallon and 7500 gallons of gas at $2.28 a gallon. He also said he is working on a program that will map the GPS location of all the culverts in the county. He said the state is selling millings for $5.00 a ton, and he would like to use some to fill in around the pads by the shop.

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:54 a.m.  Second by Faden.  Roll call vote: Gifford, yes; Faden, yes.
