BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on November 20, 2018. This is in accordance with the adjournment of the November 9, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on November 16, 2018. The agenda was not amended less than 24 hours prior to the meeting.

The vice chairman called the meeting to order at the hour of 8:34 a.m. Present on roll call were: Vice Chairman Robert Gifford; Member Robert Post; Sharon Sandberg, Assessor; Toney Krajewski, Assistant Highway Superintendent, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Post moved to approve as presented. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for November 9, 2018 and that the actions therein be ratified. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

CORRESPONDENCE – None

Item #1 – Tax list correction – Sharon Sandberg, Assessor presented a tax list correction. Post made a motion to accept Tax List Correction #18-1 and to authorize the vice chairman to sign. Second by Gifford. Roll call vote: Gifford, yes; Post, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:46 a.m. Second by Post. Roll call vote: Post, yes; Gifford, yes. The next meeting will be held in regular session on December 4, 2018 or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Introduction of new Extension assistant – Karen DeBoer and Jennifer Blanke – Jennifer Blanke introduced herself as the new Kimball/Banner Extension assistant and shared her plans for programs. She asked for input from the county as far as what they would like to see done in the area.

Item #2 – Signing of Management Representation Letter for Banner County Audit – After review, Gifford made a motion to authorize the vice chairman to sign the Management Representation Letter. Second by Post. Roll call vote: Post, yes; Gifford, yes.

Item #3 – Consider and adopt resolution transferring money from the County Road Fund into the County General Fund – Post made a motion to adopt the resolution transferring money from the Road Fund into the General Fund. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Item #4 – Report on the discussions with internet providers – Post said that Visionary will need a tower, so it is up to them to talk with ham radio operators about the use of their tower. He said he had received a letter from Vista Beam regarding the possibility of Banner County getting broadband internet service. He said he hopes to meet with them to discuss it further.

REPORTS

COMMITTEE REPORTS

Gifford said he had attended a meeting of the U.S. Global Leadership Coalition. Their goal is to promote agricultural commodities.

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that they are doing ditch work on Road 6 in between Road 19 and Road 29. He said he is reworking snow routes because he has one less employee. There was discussion on the possible use of outside personnel for emergency snow removal. He also informed that he has completed the bridge inspections and will be attending a concrete pipe seminar the first week of December.

TREASURER

Monty Stoddard, Treasurer reported that his office is preparing tax statements for mailing. He said he had attended a couple webinars on the new DMV program that will come out next year.

CLERK

Lori Hostetler, Clerk presented the clerk and clerk of the district court fee reports. She reminded that the Voter Registration for the NACO Conference needs to be turned in.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:12 a.m. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.
