BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on January 16, 2018. This is in accordance with the adjournment of the January 2, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on January 12, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were:  Chairman John-Robert Faden; Vice Chairman Robert J. Gifford; Member Robert Post, and Lori Hostetler, Clerk. Also present at various times: Sharon Sandberg, Assessor and Tom Neal, Highway Superintendent.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve. Second by Post.  Roll call vote:   Faden, yes; Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for January 2, 2018 and that the actions therein be ratified. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD – NONE

Proposed legislation that would affect assessors was discussed.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:47 a.m.  Second by Faden.  Roll call vote: Gifford, yes; Post, yes; Faden, yes. The next meeting will be held in regular session on February 6, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Review and approval of weed superintendent annual reports – Cris Burks – Cris Burks, Weed Superintendent presented the annual reports for review. Gifford made a motion to approve the weed superintendent’s annual reports and to authorize the chairman to sign. Second by Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #2 – Signing of Certification of Compliance for Project No. HRRR-STWD – (90) – Horizontal Curve Signage – Gifford made a motion to approve the Certification of Compliance for Project No. HRRR-STWD – (90) – Horizontal Curve Signage and to authorize the chairman to sign. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

Item #3 – Approve applications for snow removal and surface grading – Applications were approved.

Item #4 – Actions on bids for courtroom furnace – After discussion, Post made a motion to accept the bid from Oregon Trail for the Rheem furnace for $6,150.00. Second by Faden. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

Item #5 – Discussion and possible action on road employees’ wages – After discussion, Gifford made a motion to increase the base wage for all road employees by .50 an hour effective January 1st, 2018. Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes. There will be further discussion on more possible changes at the next meeting.

REPORTS

TREASURER
Monty Stoddard, Treasurer presented a copy of the Semi-Annual Report that was published in the paper over the weekend. He reported that he is still trying to figure out the best way to handle unpaid taxes on severed minerals. He said he will be attending the legislative review in Lincoln next week.

SHERIFF
Lori Hostetler, Clerk presented the sheriff’s quarterly report.

CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She said that there is a jury trial scheduled for March.

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent discussed the preliminary list of projects to be placed on the One and Six plan. He discussed putting in metal bases for the sign posts and said he will be attending a CDL probable cause class in Ogallala tomorrow.

Post made a motion to go into executive session for the purpose of discussing personnel and in order to prevent needless injury to the reputation of an individual. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

Executive session to discuss personnel called at 10:27 a.m. Present for executive session: Chairman Robert J Gifford; Vice Chairman John-Robert Faden, Member Robert Post, and Tom Neal, Highway Superintendent.

Gifford made a motion to come out of executive session which was called to discuss personnel and in order to prevent needless injury to the reputation of an individual. Second by Post. Roll call vote: Faden, yes; Gifford, yes; Post, yes.

No action was taken.

11:00 a.m. – Regular meeting was resumed.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:05 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Faden, yes; Post, yes.
