BANNER COUNTY

BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on December 4, 2018. This is in accordance with the adjournment of the November 20, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on November 30, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman John-Robert Faden; Vice Chairman Robert Gifford; Member Robert Post; Sharon Sandberg, Assessor, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote: Post, yes; Gifford, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for November 20, 2018 and that the actions therein be ratified. Second by Faden. Roll call vote: Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

CORRESPONDENCE – None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:47 a.m.  Second by Post. Roll call vote: Post, yes; Faden; Gifford, yes. The next meeting will be held in regular session on December 18, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

REPORTS

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that they have a packer that is wearing unevenly, but think they have a way to repair it. He said he will be attending the NACO Conference next week and plans on sitting in on a few of the weed meetings while there.

Item #1 – NIRMA – Mark Masterton – Mark Masterton with NIRMA presented a plaque to the county in thanks for being a member since 1988.

Item #2 - Change date of first meeting in January - The first meeting in January was set for January 3, 2019 at 1:30 p.m.

Item #3 – Approval of applications for snow removal and/or surface grading – Applications were approved.

Item #4 – Discussion on revised Weed Superintendent contract – The contract was reviewed and possible changes which were recommended by the county attorney noted. There will be further discussion at the next meeting.

REPORTS - continued

TREASURER

Monty Stoddard, Treasurer reported that tax statements have been mailed out, and he said he will be attending the NACO Convention next week. He said that he would like to get Kathy certified through the Association of County Treasurers this next year.

CLERK

Lori Hostetler, Clerk discussed closing for the Day of Mourning for George H. W. Bush because our policy manual states that the county observes all holidays recognized by the state. It was determined that the county would observe the holiday and be closed. She said they were waiting to hear if the county was still approved for the grant for an AED, and if so, it will be ordered. She also said she will be attending the NACO Convention next week.

Item #5 – Discussion and inspection of snow plow truck - After inspection, there was discussion that the snow plow truck was no longer repairable.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:00 a.m.  Second by Gifford.  Roll call vote: Post, yes; Gifford; Faden, yes.
