BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on May 1, 2018. This is in accordance with the adjournment of the April 17, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 26, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The vice chairman called the meeting to order at the hour of 8:32 a.m. Present on roll call were:  Vice Chairman Robert J. Gifford; Member Robert Post; Sharon Sandberg, Assessor; Tom Neal, Highway Superintendent, and Lori Hostetler, Clerk. Also present at various times: Kyle Boettcher and Chairman John-Robert Faden.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote: Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for April 17, 2018 and that the actions therein be ratified. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Notification from TERC of No Show Cause Hearing for the equalization of value of real property in Banner County

Item #1 – Change date for next meeting – Gifford made a motion to change the next meeting date to Friday, May 18th at 8:30 a.m. Second by Post. Roll call vote: Gifford, yes; Post, yes.

Item #2 – Discussion and possible action on dates for protest hearings – After discussion, Gifford made a motion to set the dates of the protest hearings for July 6th at 8:30 a.m. and July 17th, if needed, at 10:30 a.m. Second by Post. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:48 a.m.  Second by Post. Roll call vote: Post, yes; Gifford, yes; Faden, yes. The next meeting will be held in regular session on May 18, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

COMMISSIONERS  PROCEEDINGS

The Banner County Board of Commissioners met in regular session in the Commissioners’ room of the Banner County Courthouse on May 1, 2018.  This is in accordance with the adjournment of the April 17, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The chairman called the meeting to order at the hour of 8:49 a.m. with the pledge of allegiance to the flag.  Present on roll call were:  Chairman John-Robert Faden; Vice Chairman Robert J. Gifford; Member Robert Post; Tom Neal, Highway Superintendent; Kyle Boettcher; and Lori Hostetler, Clerk. Also present at various times: Monty Stoddard, Treasurer and Christy Warner.

Notification that the Federal grant for the emergency siren will cover the cost
of the trencher which was used in the installation of the siren.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Update on transit services – Christy Warner – Christy Warner, Kimball County Transit Administrator discussed the transportation options that are available to Banner County residents. She said that they will be offering transportation for children and parents who want to participate in the Kimball Summer Reading Program. She also informed that they have been approved for Medicaid rides.

Item #2 – Discussion and possible action on health insurance renewal -  After discussion, Gifford made a motion to renew the NACO Pool Blue Cross/ Blue Shield HSA insurance plan. Second by Faden. Roll call vote: Faden, yes; Post, yes; Gifford, yes.

Item #3 – Discussion on broadband pilot project – Tabled.

Item #4 - Discussion and possible action on surplus property – Post made a motion to declare the two old computers and monitors from the Treasurer’s Office as surplus property and direct that they be donated to the Banner County Museum. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Faden, abstain.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they have finished work on Road 35 and have done a little on Road 6. He said he had attended the NIRMA Leadership seminar and a grader training last week. He discussed that he would like to get prices on replacing the overhead doors at the shop and said the tentative date for chip sealing Stegall Road is July 31st.

CLERK
Lori Hostetler, Clerk reported that the copier in the Assessor’s Office had to be replaced. She said they purchased a used one with a low copy count for a reasonable price. She said she is preparing for the mock election, and the new groundskeeper has started.

TREASURER
Monty Stoddard, Treasurer reported that tax collections are done, and the new system for the Treasurer’s Office is user friendly. He also said he had attended the NIRMA Leadership Seminar.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:15 a.m.  Second by Faden.  Roll call vote: Post, yes; Faden, yes; Gifford, yes.
