BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on September 6, 2022. This is in accordance with the adjournment of the August 16, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office on September 1, 2022, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on September 1, 2022. The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Bob Post, Chairman;

Bob Gifford, Vice-Chairman; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk;

Tom Neal, Highway Superintendent. Various times: Zane Hopkins, Deputy Sheriff.

The Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for August 16, 2022 regular session and that the actions therein be ratified. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD – None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on September 20, 2022, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

1. PADD – Gifford made the motion that we pay the PADD membership dues. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

2. Set Budget Hearing – Sandberg made the motion to set the Budget Hearing on September 20, 2022 at 10:00 am. Second by Gifford. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.

3. Set Tax Request Hearing – Sandberg made the motion that we set the Tax Request Hearing on September 20, 2022 at 10:15 am. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

4. Raise for Custodian – Tabled until December.

5. Add Amber Ysac to the Signature Card for Treasurer’s Account – Post made the motion to add Amber Ysac to the signature card for the Treasurer’s account. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

6. Resolution for Establishment Date of Sheriff’s Office – The purpose of this resolution is so Banner County can get a sam.gov number to be able to obtain grants. Gifford made the motion to sign the resolution. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

REPORTS

Highway Department – Tom Neal, Highway Superintendent, said that the culverts are finished. The 77D went down last week. It will be around $13,000.00 to repair it. Seneca will be here Wednesday thru Friday to install the new pumps.

Toney Krajewski is going to retire. Tom will be attending a Bridge Conference in Kearney this week.

Weed Department – Lena Baird reported that her and Steve attended the New Superintendent Training in Kearney. It was very helpful. Over the next couple of weeks there will be a lot of planes spraying for Common Mullein. They will still be running the roads and plan to start working of the fall thistle. They are following up on people who the sent notices to and will give them a ten-day notice if nothing has been done.

County Attorney – Mark Kovarik, County Attorney, reported that District Court was last week and County Court is this week. Mark will be attending a County Attorney Seminar.

Treasurer – Chelsea Mossberg, Treasurer, reported that they have caught up on the daily balancing. There were titles from August 5, 2022 that had to be fixed. There has been over 2 million dollars in taxes taken in. The disbursements will go out today. Cindy Rahmig has been coming down from Kimball County and helping. Cindy has been a tremendous help. Things are going well.

Clerk – Lisa Cross, Clerk, said that things have been busy. They have been working on election. Lisa reported that she got a $5,000.00 grant for the State of Nebraska to help with the Bytes start-up cost.

PUBLIC COMMENTS

Robin Darnall – Robin wanted to know who the defendant was for the claim for Madelung Law Office. Robin wanted to know why it took two hours to do a name change on a title and why they had people they had to turn away at the Treasurer’s Office if things were going well.

Barb Cross – Barb inquired if the salaries for the county had been published per state statute. Lisa Cross, Banner County Clerk, told her that they were sent in to be published and she would follow up and find when they were. The salaries were not put on the website so that will be done.

Deborah Genz – Deborah wanted to know when the inspection date for the culverts will be. The date hasn’t been set and probably won’t be till all the paperwork is done. Deborah also had questions about the Pleasant Hill Cemetery’s budget but it was explained that had nothing to do with Banner County. The county just sets the levy for them.
