BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on February 15, 2022. This is in accordance with the adjournment of the February 1, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on February 10, 2022.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Vice Chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, Clerk; Tom Neal, Highway Superintendent.  At various times: Monty Stoddard, Treasurer.  Present via zoom:  Robert Post, Chairman; Kyle Ann Hopkins.

The Vice Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Sandberg, yes; Gifford, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for February 1, 2022, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD –

 

1.       Tax List Correction – Sandberg made the motion to accept the tax list correction and allow the Vice-Chairman sign.  Second by Gifford.  Roll Call Vote:  Gifford, yes; Sandberg, yes.

 

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Sandberg. Roll call vote: Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on

March 1, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

1. Banner County Interlocal Agreement – Veterans Service Officer – Sandberg made a motion to approve and sign the Banner County Interlocal Agreement for the Veterans Service Officer. Second by Gifford. Roll Call Vote: Gifford, yes; Sandberg, yes.

2. Jamie Bright – Kimball-Banner Extension Educator – tabled.

3. Matt Larsen – VistaBeam – tabled.

4. USDA Aphis – Sandberg made a motion to approve the Amendment 1 to the Work and Financial Plan between Banner County (Cooperator) and United States Department of Agriculture Animal and Plant Health Inspection Service Wildlife Services (APHIS-WS)

5. ARPA Funds – There was discussion of ARPA funds and that it hasn’t been decided what the funds can be used for.

6. Modification for Local Emergency Operation Plan – This plan will be updated at a later date.

7. Weed Superintendent Position – Discussion of requirements for the Weed Superintendent position was discussed. We will advertise for the position.

8. Void Check 02201052 – Sandberg made a motion to void Check 02201052. Second by Gifford. Roll Call Vote: Gifford, yes; Sandberg, yes.

12. Void Check 02201060 – Sandberg made a motion to void Check 02201060. Second by Gifford. Roll Call Vote: Gifford, yes; Sandberg, yes.

9. Air Force Missile Sites Upgrade – A community meeting is in the works.

10. Ventilation in shop – Tom will gather some estimates and report back next meeting.

11. Executive session Regarding Imminent Litigation – Sandberg made the motion to go into executive session at 10:10 am. Second by Gifford. Roll Call Vote: Gifford, yes; Sandberg, yes.

Sandberg made the motion to come out of executive session at 10:22 with no actions taken. Second by Gifford. Roll Call Vote: Gifford, yes; Sandberg, yes.

COMMITTEE REPORTS

Office of Aging – Sandberg reported they discussed ARPA money and next year’s budget.

Emergency Management – Post said that Red Cross has expressed that they want to become more involved with our fires. They need someone to contact them when a fire starts.

Behavioral Health – Both ARPA and Opioid money was discussed. Don Lease, along with others from Nebraska Strong, are working on starting a homeless shelter.

REPORTS

Highway Superintendent – Tom Neal, Highway Superintendent, will have a conference call with Seneca for the new fuel pumps. Road 22 is being graveled. The payloader has been serviced.

County Attorney – Mark Kovarik, Banner County Attorney, reported criminal cases are the usual things. There is the one civil case that the executive session is concerning.

Treasurer – Monty Stoddard said the Tax Sale List is in the paper.

Clerk – Lisa Cross, Clerk, reported that deadlines for the May election are nearing and will be keeping the Clerk’s Office busy.

Sheriff – Stan McKnight, Sheriff, said that everything is business as usual.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

10:22 a.m. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on March 1, 2022, or at the call of the clerk.
