COMMISSIONERS PROCEEDINGS

 

The Banner County Board of Commissioners met in regular session on June 21, 2022.  This is in accordance with the adjournment of the June 7, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on June 16, 2022.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:47 a.m. with the Pledge of Allegiance.  Present on roll call were:

Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Tom Neal, Highway Superintendent.  Present various times:  Will Arthur; Barb Cross; Ayden Vrtatko; Deborah Genz; Robin Darnall; Kathy Malm; Dick McGowan; Laif Anderson; Carl Gilbert.  Present various times via Zoom:  Caily Reece; Reid Buckley; Michael Kurnik; Rod VanPelt; LeAnn Trompke.

 

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined and Sandberg moved to approve the agenda.  Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.  

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for

June 7, 2022. Second by Gifford.  Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

 

7.   Reed Buckley – ORION – Reid Buckley and Michael Kurnik gave an update on the Wind Energy project. 

                   The target is to have the project up and running by 2024.

1.       Will Arthur – Attentive – A Preventative Care Management Company – Will Arthur gave a presentation showing what the offer.

2.      Schedule End of Year Meeting – The End of Year Meeting is scheduled for June 30, 2022 at 8:30.

3.      Historical Society Report – Sandberg presented the report to keep on file in the Clerk’s Office.

Gifford moved to accept the Historical Society Report.  Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, abstained.

4.      Dick McGowan – Closing of Road 32 From Dick’s house to Road 21 – Dick McGowan expressed his concerns of the road being both narrow and a fire hazzard with weeds.  Possible solutions were discussed.  The road department will get it mowed down to help with some of the problem.

5.      Tom Neal, Highway Superintendent, Rental Rates for installing culverts – Tom Neal, Highway Superintendent, presented three bids for the rental cost on a backhoe to install culverts.  Gifford moved to authorize to rent a backhoe from Murphy Tractor for installing culverts for NEMA project # 4420DR.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

6.      PPHD Mosquito Spraying – Post appointed Gifford to take care of the letter and items.  Second by Sandberg.

Sandberg made a motion to participate in the program. Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

 

COMMITTEE REPORTS

 

Aging Office of Western Nebraska – Sandberg reported that there was a meeting last Thursday.  There was a quorum and they finished the year end business.

 

REPORTS

 

Highway Superintendent – Tom Neal, Highway Superintendent; attended the Summer Meeting.  NACO has a building by Ogallala.  A new Bridge Inspection manual is coming out.  There is also a conference coming up.  The Road Department has a new employee.  Road 36 is now open.  Tom suggested putting the Oversize Permits on the website once the update is finalized.  There will be a bicycle race that travel thru Banner County on the weekend of the 25th.

 

County Attorney – Mark Kovarik reported that traffic cases are still ongoing.  There has been speeding, paraphernalia and contraband are some of the charges he is seeing.

 

Clerk – Lisa Cross, Clerk, has a new employee that is starting July 5, 2022.  They have an election training on June 28, 2022.

 

Surveyor -  Carl Gilbert, County Surveyor, reported what he has been working on.

 

 

 

 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:45 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes. The next meeting will be held in year end session on June 30, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
