COMMISSIONERS PROCEEDINGS

 

The Banner County Board of Commissioners met in regular session on March 15, 2022.  This is in accordance with the adjournment of the March 1, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on March 10, 2022.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:45 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, Clerk; Tom Neal, Highway Superintendent; Zane Hopkins, Deputy Sheriff; Monty Stoddard, Treasurer; Stan McKnight, Sheriff.  Present at various times:  Dave Wolf.  Present via zoom: Kim Henson

 

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined and Sandberg moved to approve it.  Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.  

 

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for March 1, 2022. Second by Sandberg.  Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

 

1.      Renewal for Agreement with Centurylink – Acknowledgement of receipt of the agreement.

2.      Job Evaluation for Highway Superintendent – Discussion of Tom’s performance was held to complete his annual review.

3.      Executive Session with the Road Superintendent to discuss personnel matters and prevent the needless injury to the reputation of persons who have not requested a public meeting concerning the same – Executive session was not needed.

COMMITTEE REPORTS

 

Office of Human Development – Gifford reported the Office of Human Development is trying to find help.

PADD – Gifford said that PADD is also looking for help.

 

REPORTS

 

Highway Superintendent – Tom Neal, Highway Superintendent, reported he has an employee out for four weeks due to back surgery.  He will be taking the test to obtain his pesticide license on April 5th.  There was some Highway Buyback money received today.

County Attorney – Mark Kovarik, Banner County Attorney, said that it is business as usual.  There is one felony level case waiting for a warrant to be served, but it is out of state so he didn’t know when it will happen.

Treasurer – Monty Stoddard, Treasurer, reported that the tax sale is over.  Other than that, it is business as usual.

Clerk – Lisa Cross, Clerk, said the NACO District Meeting will be held in Gering on March 23, 2022.  On March 24, 2022, she will be hosting an Election Equipment Training and Electionware Reporting Training in Harrisburg at the courthouse.

Sheriff – Stan McKnight, Sheriff, reported that the Sheriff Department will be going with the Firstnet phones.  As of the first of April, the Verizon phones will be shut off.  The Sheriff land line will go directly to the Communication Center.  The Communication Center will then contact the Sheriff with any calls that need attention.

 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

9:25 a.m.  Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on April 5, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
