BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on October 4, 2022. This is in accordance with the adjournment of the September 20, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse on September 27, 2022. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on September 29, 2022. The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Bob Post, Chairman;

Bob Gifford, Vice-Chairman; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Tom Neal, Highway Superintendent.

The Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for September 20, 2022 regular session and that the actions therein be ratified. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:41 a.m. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on

1. Paula Brown – Stop Sign – After discussion about a stop sign being requested at the intersection of County Road 36 and County Road 67, Gifford made a motion to direct the High Superintendent to do a study.

COMMITTEE REPORTS

PPHD – All funded by State and Grants. Partnership between Region I and PPHD for Opioid Crisis.

Judd Allen with NACO/Blue Cross Blue Shield was here and spoke with some of the employees. There is a plan for a fully funded HSA that we need to look into for open enrollment. Judd feels our Cash in Lieu of plan is on the low side. We need to address this in December.

REPORTS

Highway Department – Tom Neal, Highway Superintendent, reported that they are down an employee till Friday. The mower is broken down and is being repaired.

Weed – Steven Baird, Weed Superintendent, said that they are finishing spraying some small areas. Steven is going to meet with the Department of Agriculture to look over all the paperwork.

County Attorney – Mark Kovarik, County Attorney, said there is County Court tomorrow. There is District Court on Thursday. Mark will be attending the County Attorney Convention next week.

Treasurer – Chelsea Mossberg, Treasurer, reported that the new plates will be ready in January. There will be a price increase on a single plate from $3.50 to $4.10. They will be sending out Personal Property 20 day notices and if they aren’t paid, they will be issuing distress warrants on or before December 1, 2022. Chelsea has been working on balancing.

Clerk – Lisa Cross, Clerk, reported that they have received the ballots. Election has been mostly what they are working on.

PUBLIC COMMENTS

Dena Cashler – Dena wanted to know if the Weed Department sprayed for noxious weeds in the CRP. Steven Baird, Weed Superintendent, said they will be starting to next week.
