COMMISSIONERS PROCEEDINGS

 

The Banner County Board of Commissioners met in regular session on January 18, 2022.  This is in accordance with the adjournment of the January 4, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on December 29, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:45 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Tom Neal, Highway Superintendent; Zane Hopkins, Deputy Sheriff; Monty Stoddard, Treasurer.

 

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined and Sandberg moved to approve it.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for January 4, 2022. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

1.       Jamie Bright – Kimball Banner Extension Educator – tabled.  We will call and see if he wants on the Agenda at a later date.

2.      Discussion on DMV moving to Commissioner’s Room – Joni from the DMV came out and looked at the Commissioner’s Room and thought the room would work for them.  Stan wrote a letter to the DMV to let them know the reason for the request of the DMV moving.

3.      Petty Cash – Gifford made the motion to keep the petty cash the same and sign Resolution

2022-04. Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.       Excess Funds – Sandberg made the motion to accept and sign Resolution 2022-05.  Second by Gifford.  Roll Call Vote:   Post, yes; Gifford, yes; Sandberg, yes.

5.      Application for Snow Removal and/or Surface Grading – The application was accepted.

6.      Review Planning Board appointments to see whose term is up and make new appointment – Evelyn Browne, Tina Childers and Brett Jeffries were at the end of their term.  Post made the motion to appoint Evelyn Browne, Tina Childers and Kyle Ann Hopkins for a three-year term.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

7.      Road Department Wages – Gifford made a motion for a new base wage and step program to be established.  Second by Post.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

REPORTS

 

Highway Superintendent – There is a meeting Thursday with the Air Force.  Continuing to gravel.  An employee passed their CDL.  The school has agreed to pay 35% of the new fuel pump. 

 

County Attorney – Mark Kovarik, Banner County Attorney, reported not much going on, just mostly speeders.

 

Treasurer – Monty Stoddard presented the Pledge Collateral report.   

 

Sheriff – Zane Hopkins, Deputy Sheriff, will test in April and will attend the academy in May.

   

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

9:43 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes. The next meeting will be held in regular session on February 1, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on January 18, 2022. This is in accordance with the adjournment of the January 4, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Tom Neal, Highway Superintendent.  At various times: Zane Hopkins, Deputy Sheriff;

ITEMS OF BUSINESS BEFORE THE BOARD –

 

1.      Designate Official County Newspaper – Sandberg made a motion to designate the Star Herald as the Official County Newspaper.

2.      Set Meeting Dates for 2022 – Gifford made the motion to set the meeting dates for 2022 on the first and third Tuesdays of each month.

 

 

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on February 1, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
