BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on January 4, 2022. This is in accordance with the adjournment of the December 28, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on December 29, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk.  Bernice Huffman, Assessor; Tom Neal, Highway Superintendent.  At various times: Zane Hopkins, Deputy Sheriff.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Sandberg, yes; Gifford, yes.

 

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for December 28, 2021, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:42 a.m. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on January 18, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

1.       Open Fuel Bids – After reviewing the bids, Gifford made a motion to accept the bid from Panhandle Coop.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.      Moving the DMV to the Commissioners Room – The DMV is in agreeance to move into the Commissioner Room.  It is a 45 day process for them to complete everything. 

3.      Road Department Wages – tabled

4.      Agreement between Banner County Road Department and Banner county Fire Department – Gifford made a motion to approve Policy on Cooperation in Volunteer Emergency Services.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

5.      Set HSA amounts for both family and single - tabled

6.      Reorganization – Sandberg made the motion to leave Post as Chairman and Gifford as Vice-Chairman, Second by Gifford.  Roll Call Vote – Post, yes; Gifford, yes; Sandberg, yes.

7.      Appoint representatives to serve on various boards and committees – Gifford made a motion for Gifford to serve on PPHD, OHD, and PADD

Sandberg to serve on the Office of Aging

Post to serve on Regional I Behavioral Health and Emergency Management

Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

Gifford made a motion to appoint Tom Neal as Highway Superintendent, Toney Krajewski as Assistant Highway Superintendent, and Pernell Hottell as Weed Superintendent.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

Sandberg made a motion for Robert Post, Laryl Taggart, and Monty Stoddard to serve on the Wellness Committee.  Brian Nielsen, Tim Grubbs, Monty Stoddard, Tom Neal, and Sharon Sandberg to serve on the Safety Committee with Tom Neal as the Safety Director.  Bernice Huffman, Tom Neal, Rob Leaf, Caily Reece, and Sharon Sandberg to serve on the Personnel Policy Committee.  Second by Gifford.  Roll Call Vote:   Post, yes; Gifford, yes; Sandberg, yes.

 

Sandberg made a motion to appoint Lisa Cross as the NIRMA contact and to appoint Sandy Beals to the Aging Advisory.  Second by Gifford.  Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.

8.       Appoint individual to Extension Board – No Action Taken

9.      Re-appoint Scotts Bluff Attorney as Deputy Attorney for Banner County for purposes of handling arraignments and inheritance tax – Sandberg made a motion to appoint the Scotts Bluff County Attorney as Deputy Attorney for Banner County.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

10.   Designate official County newspaper – Post made a motion to designate the Star Herald as the official County newspaper.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

11.   Set Indigent burial cost limit – Gifford made a motion to set the indigent burial cost limit at $1,500.00.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

12.   Set interest rate on registered warrants – Sandberg made a motion to set the interest rate on registered warrants at .05% and to approve and sign Resolution 22-1.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

13.   Set method of reasonable advance notice for meetings – Sandberg made a motion to advertise for the meetings at the Banner County Post Office, the Banner County School and in the Star Herald.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

14.   Authorize Treasurer to invest county funds – Gifford made a motion to authorize the Banner County Treasurer to invest county funds and approve Resolution 22-2.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

15.   Set meeting dates for 2022 – Sandberg made a motion to set the meeting dates for 2022 on the first and third Tuesdays at 8:30 and 8:45. Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

16.   Set holidays to be observed in 2022 – Sandberg to observe the same holidays as last year change Christmas Eve to Christmas, and any holidays observed by the State of Nebraska.

19.   Designate official County Depository Bank – Sandberg made a motion to designate Banner Capital Bank as the official County Depository Bank and approve Resolution 22-3.  Second by Gifford.  Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.

 3.  Road Department Wages – After discussion, Gifford made a motion to set the equipment operator’s

      wage at $14.50, the shop supervisor/foreman’s wage at $16.70, and the Highway Superintendent’s

      salary at   $40,000.00.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes. 

 

 

REPORTS

 

Highway Superintendent – They are done graveling Road 36.  One grader is down and one employee is also down.  Preparing for the snow.

 

County Attorney – Mark Kovarik, Banner County Attorney, reported County Court is tomorrow, District Court is on Thursday.  Mark is working on other things and some felonies might be coming up.

 

Treasurer – He presented the Pledge Collateral report.  Tax collections for December were higher.  Notices for 2020 taxes went out.  Some of the severed minerals were cleaned up. 

 

Clerk – Lisa Cross, Clerk, said the Candidate Filing Forms are available and can be filed as of January 5, 2021.  Nate Rogers came and set up Caily’s new computer.  There is a NACO County Board Chairman Workshop in Kearney on February 4, 2022. 

 

Sheriff – Stan McKnight, Sheriff, stated he had to leave in the middle of his presentation during the previous meeting to respond to a call, but offered no additional information.

   

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

11:50 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.
