BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on September 7, 2021. This is in accordance with the adjournment of the August 17, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on September 1, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Chairman Robert Post; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, Clerk;

Tom Neal, Highway Superintendent. Present at various times:  Vice Chairman Robert Gifford.  Present via Zoom:  Kim Henson.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Post.  Roll call vote:  Post, yes; Sandberg, yes; Gifford, absent.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for August 17, 2021, and that the actions therein be ratified. Second by Post. Roll call vote: Sandberg, yes; Post, yes.  Gifford absent.

1.       Assessment Roll Corrections – Sandberg made a motion to approve the assessment roll corrections.  Second by Post.  Roll call vote:  Post, yes; Sandberg, yes; Gifford, absent.

 

 

 

 

 

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:49 a.m. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on September 21, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for August 17, 2021 with the correction of the spelling of Matt Hutt’s name. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

 

1.       Resolution certifying County Road Annual Compliance – Sandberg made a motion to sign the resolution, and authorize the chairman to sign the County Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2021.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.      Declare National Hunger and Homelessness Awareness Week – Sandberg made a motion to sign Resolution 21-25 to proclaim the week of November 13-21, 2021 as National Hunger and Homelessness Awareness Week.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.      Michael Kurnik – Orion Renewable Energy group wind energy development update – tabled.

4.      Review and Accept the Memorandum of Understanding with the Scotts Bluff County Detention Center – Sandberg made a motion to authorize the Chairman to sign the Memorandum of Understanding with the Scotts Bluff County Detention Center.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

REPORTS

 

County Attorney – Mark Kovarik, Banner County Attorney, reported that there was both County and District Court last week.  There is nothing major going on.  Mostly traffic stops or possession charges.

 

Treasurer – Monty Stoddard, Treasurer, reported that tax collections went very well.  There is a zoom meeting about legislation later today.  Monty will be attending a legislative workshop on October 14, 2021 in Holdredge.

 

Clerk – Lisa Cross, Clerk, announced that she hired and assistant, Caily Reece.

3.  Michael Kurnik – Orion Renewable Energy group wind energy development update – Michael      Kurnik gave an update on the development map.  The map should be released in October for public comment and finalized in January. 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

1.       Budget Hearing – Candace Meredith gave a comparison presentation.  Hearing opened at 10:03 am - There was no opposition, criticism suggestions or observations of taxpayers.

Sandberg made a motion to close the hearing at 10:19 am.   Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.       Approve Budget – Gifford made a motion to approve Resolution 2021-27 Authorization/Reauthorization of Petty Cash Funds.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes. 

Post made a motion to approve Resolution 2021-30 Allowable Increase of Restricted Funds (1%).  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion to approve Resolution 2021-29 Banner County Budget Document Resolution of Adoption and Appropriations.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

 

Open Hearing at 10:32 to hear support, opposition, criticism, suggestions or observations of taxpayers

relating to setting the final tax request at a different amount than the prior year tax request.

 

3.       Set the Banner County Tax Levy at a different rate than last year – There was no opposition, criticism suggestions or observations of taxpayers.

Gifford made a motion to close the Hearing at 10:44. Second by Sandberg.  Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

 

Gifford made a motion to approve Resolution 2021-28  Property Tax Request 2021-2022.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:45 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
