BOARD OF EQUALIZATION PROCEEDINGS

 The Banner County Board of Equalization met in regular session on January 19, 2021. This is in accordance with the adjournment of the January 5, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on January 15, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 The Chairman called the meeting to order at the hour of 8:34 a.m. Present on roll call were:  Chairman Robert Post; Member Sharon Sandberg; Vice Chairman Robert Gifford; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Carl Gilbert, County Surveyor; Lisa Cross, Clerk; Monty Stoddard, Treasurer; Tom Neal, Highway Superintendent; Rod Cross; Ron Pfeifer.

 The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Sandberg, yes; Post, yes; Gifford, yes.

 The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the January 5, 2021, minutes of the previous meeting.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

 ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –

 1.      Designate Official County Newspaper – After discussion, Sandberg made the motion to designate the Star Herald to be the Official County Newspaper.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.     Set meeting dates for 2021- Gifford made a motion to make the Board of Equalization meetings the first and third Tuesdays of the month at 8:30. Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.     Method of reasonable advance notice of meetings – Gifford made a motion to post the notice of meetings in the Star Herald, on the Banner County Website, and post it at the Courthouse, School, and Post Office.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

 Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on February 2, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

1.     Rod & Barb Cross- Block 32 – After discussion, the Banner County Commissioners authorized the Highway Superintendent to do a study on the alleys in Harrisburg and report back next meeting.

2.     Karen DeBoer and Rob Erich, Kimball Banner Extension Office – Karen DeBoer appeared and requested that the Banner County commissioners support adding Lindsay Forepaugh to the Extension Board.

8.   Appoint Individual to Extension Board – Gifford made a motion to appoint Lindsay Forepaugh to the Extension Board.

3.    Weed Contract – Sandberg made the motion to approve the contract between Wyo/Braska Weed & Pest and Banner County, and authorize the Chairman to sign the contract.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.    Comprehensive Plan – Bryan Venable & Julia Hertaus – Bryan and Julia gave a presentation on the Comprehensive Plan.

5.    Reorganization – Gifford made the motion to appoint Bob Post as Chairman and Bob Gifford as Vice-Chairman.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

10.   Designate official County newspaper – Sandberg made the motion to designate the Star Herald as the official newspaper.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

 9.    Re-appoint Scotts Bluff County Attorney as Deputy Attorney for Banner county for purposes of handling arraignments and inheritance tax. – Gifford made the motion to approve the Scotts Bluff County Attorney to be the Deputy Attorney for Banner County.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

 6.    Appoint officials to various offices – Sandberg made a motion to appoint Tom Neal as Banner County Highway Superintendent and Toney Krajewski as Assistant Highway Superintendent.  Second by Post.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

 7.    Appoint representatives to serve on various boards and committees – Post made a motion to appoint Tom Neal as County Safety Director, and Brian Nielsen, Sharon Sandberg, and Monty Stoddard on the Safety Committee.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

        Gifford made a motion to appoint Sharon Sandberg to the Aging Office of Western Nebraska.  Second    by Post.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, abstain.

         Lindsay Forepaugh was appointed earlier in the meeting to the Kimball Banner County Extension Board.

         Sandberg made a motion to appoint Sharon Sandberg, Bernice Huffman, Tom Neal, Rob Leaf, and Jennifer Reinninger to the Personnel Policy Committee.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

20.    Radon Action Month – Gifford made the motion to sign the proclamation to make January the Radon Action Month.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

21.    Workplace Wellness Contract – The original contract was signed on February 19, 2019.  Banner County has not received a request to renew it but we will check into that.

22.    Replace or Revise Resolution for vacation of alleys and streets – Gifford made a motion to approve Resolution 21-6 and Resolution 21-7.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

23.    Update on security camera installation – The parts are on order and they will be scheduling a time to come out and install them.

24.    Fuel Bids – Three bids were received.  One from Frenchman Valley Coop, one from Panhandle Coop, and one from Westco.  Gifford made a motion to go with Frenchman Valley’s bid.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

26.    Petty Cash – Sandberg made a motion to approve Resolution 21-4.  Second by Post.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

COMMITTEE REPORTS –

Panhandle Public Health District – Bob Gifford reported that they had a meeting and talked about the behind the scenes activities during the Pandemic.

Region 1 – Bob Post reported they had a meeting and paid bills.

Broadband – Bob Post reported that we still need another tower and they are working on that.  The Banner County Fire Department is going to leave things as they currently are at this point.

REPORTS

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent, reported that he put a new thermostat in his office and his heater is working great.  The NDOT will do another speed study on the highway coming into Harrisburg.  The 950 loader bucket is fixed.  There are skins for the dozer blades here.  Tom painted the handicap bathroom.  

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that traffic citations are picking back up.  There will be no District Court in Banner County in February. 

TREASURER

Monty Stoddard, Treasurer, reported that January is a busy month for renewals.  The delinquent tax list will hopefully be down enough that there will not have to be a tax sale.

CLERK

Lisa Cross, Clerk, presented the Sheriff Fees and the District Court Month End.  The Courthouse Personnel had to get new emails.  They also have new antivirus installed on their computers. 

SURVEYOR

Carl Gilbert reported he has to redo the work he did in December because of losing the information due to a bad data collector.
