BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on April 20, 2021. This is in accordance with the adjournment of the April 6, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 14, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for April 6, 2021, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

1.      Possible Creation of an Account for Cares Act Funds – After discussion of the requirements for the CARES ACT money, Gifford made a motion to approve and sign the Resolution 21-6 creating an account for the Cares Act Funds.

2.     Overweight and Oversize Permits – Tabled until next meeting.

3.     Nathan Rice and Aaron Berger – update on the 4-H program and Extension – Nathan reported that Jennifer Blanke had resigned and they are in the process of hiring to replace her.  Nathan will be the Lead Educator for Kimball and Banner County.  Aaron Berger spoke about the drought monitor and its lack of accuracy.  They are working on things that will improve its accuracy.

4.     Approve Articles of Incorporation for Aging Office of Western Nebraska – Sandberg made a motion to approve the Articles of Incorporation for Aging Office of Western Nebraska.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

5.     Set Road Department Wages – After reviewing neighboring counties wages and discussion Sandberg made a motion to increase the Road Department wages $0.50 per hour retroactive to January 1, 2021. Second by Post.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

Sandberg made the motion that the Highway Superintendents wage be raised $1,040.00 per year retroactive to January 1, 2021.  Second by Gifford.  Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.

COMMITTEE REPORTS

The Grievance Board met Monday and appointed Pat Mooney as chairman.

Region I Behavioral Health talked about trying to fund Nebraska Strong.

REPORTS

HIGHWAY DEPARTMENT – Tom Neal, Highway Superintendent, reported he received an estimate for an exhaust fan.  He is looking to replace the tanker trailer.  An insurance check was received for the Freightliner.  An approach is being put in for Rod Cross.  A state patrol trooper was out and inspected the trailers.  All of them are fixable.

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that things are steady with the courts.  There are a couple of Continuing Legal Education opportunities coming up.

TREASURER

Monty Stoddard, Treasurer, presented the collateral report.

CLERK

Lisa Cross, Clerk, reported she has hired a new assistant.

ITEMS OF BUSINESS BEFORE THE BOARD

1.     Set Terms of the Planning Board Members – After discussion, it was decided to have nine members on the Banner County Planning Commission.  One third will serve one year, one third will serve two years, one third will serve three years.  Once those terms are up and the position is refilled, everyone will serve a three-year term. Applications will be accepted and the Board of Commissioners will decide on May 4, 2021 who will fill the additional three spots.

2.     Comprehensive Plan – There was discussion on updating the plan.  One suggestion was to break the plan down into smaller parts and do a little at a time.  The Banner County Planning Commission will meet the third Tuesday of the month at 6:30 pm.
