BANNER COUNTY

COMMISSIONERS PROCEEDINGS

 

The Banner County Board of Commissioners met in regular session on October 19, 2021.  This is in accordance with the adjournment of the October 5, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on October 15, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:46 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Monty Stoddard, Treasurer. At various times:  Stan McKnight, Sheriff; Zane Hopkins, Deputy Sheriff. 

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined and Gifford moved to approve it.  Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

 

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for October 5, 2021. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

1.       Discussion of Annual Audit and Exit Interview – Monty Stoddard, Treasurer, reported on what the auditor, Don Wilson, went over in the Annual Audit and Exit Interview.  The Audit was very positive, and the auditor was very pleased with the financial position that Banner County is in this year.  Gifford made the motion to approve the Management Representation Letter and authorize the Chairman to sign it.  Second by Sandberg.  Roll Call Vote – Post, yes; Gifford, yes; Sandberg, yes.

2.      Review and possible approval of the 2021 Annual SSAR Report – Gifford made a motion to approve the SSAR Report and authorize the Chairman to sign it.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.      Review and possible adoption of 2021 North Platte NRD Hazard Mitigation Plan – Gifford moved to adopt the Resolution 21-33 approving the 2021 North Platte NRD Hazard Mitigation Plan. 

4.      Review and possibly modify Resolutions 14-9 and 16-6 -  It was decided that Resolution 14-9 is good as it stands. After discussion on Resolution 16-6, it was tabled to see what NIRMA’s view on this is. 

COMMITTEE REPORTS

Sharon Sandberg reported that the Aging Office had an EEOC filed against them, so they hired Pam Bourne to take care of that matter.

 

REPORTS

 

County Attorney – Mark Kovarik, Banner County Attorney, reported that he just got back from the County Attorney Conference in Kearney.  They had very interesting presentations.  Nebraska is working toward strictly e-filings for court.  There are lots of traffic matters, especially speeding.

 

Treasurer – Monty Stoddard, Treasurer, went to a Legislation Conference at Holdredge.  Monty said it was a good meeting.  He has made some collection calls.  They might have to do a couple of small Distress Warrants.

 

 

Clerk – Lisa Cross, Clerk, reported that they have been busy with the audit.  Caily is putting together a book of all the resolutions.  Heather Doxon from Secretary of State’s Office was going to be here on October 20 ,2021 to train for Election, but had to reschedule.  The Clerk’s Fees and Month End for District Court was presented.

 

Sheriff – Stan McKnight, Sheriff; and Zane Hopkins, Deputy Sheriff; attended the Sheriff Convention last week.  They are looking at a computer system that is both mobile (can be moved from the vehicle to the office), and very durable.  They will need two printers. There was a phone line ran to the Deputy Sheriff’s office.

 

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at

10:18 a.m.  Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes. The next meeting will be held in regular session on November 2, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
