BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session on February 2, 2021. This is in accordance with the adjournment of the January 19, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference. 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on January 28, 2021.  The agenda was not amended less than 24 hours prior to the meeting. 

The Chairman called the meeting to order at the hour of 8:32 a.m. Present on roll call were:  Chairman Robert Post; Vice Chairman Robert Gifford; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Lisa Cross, Clerk; Monty Stoddard, Treasurer; Tom Neal, Highway Superintendent; Toney Krajewski.  Member Sharon Sandberg present via Zoom.  At various times Rob Eirich. 

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door. 

The agenda was examined, and Gifford moved to approve as presented. Second by Post.  Roll call vote:  Sandberg, yes; Post, yes; Gifford, yes. 

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the January 19, 2021, minutes of the previous meeting.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION – 

1.      Permissive Exemptions – The Permissive Exemptions have no change.  No hearing will be needed. 

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:41 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on February 16, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

1.     Rob Eirich and Karen Deboer with the University of Nebraska – Lincoln Extension Office – Introducing Rob Eirich – Rob Eirich and Nathan Rice attended the meeting.  Rob explained some changes with the Extension Office.  He wanted to let us know if we just left them know they would do their best to accommodate us.  Nathan Rice told about the programs going on in Banner County.  The Extension Office has been doing various activities at the school on Enrichment Fridays.  At present, they are working with robotics.

2.     Study on the vacated alleys and streets in Harrisburg – Tom Neal, Highway Superintendent, presented a map showing that are being considered to be vacated streets and alleys in Harrisburg.  A hearing is scheduled for March 16th @ 6:30 p.m.

3.     Review of Application for snow removal and/or surface grading – The contract presented was approved.

REPORTS

HIGHWAY DEPARTMENT – Presently, there are three trucks the Road Department is working on.  New tires are being put on one of the graders.  They are checking into the cost of striping Stegal Road.

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported business as usual.  There will be no District Court for February.

TREASURER

Monty Stoddard, Treasurer, the pledged collateral report is available.  They are finalizing delinquent taxes and don’t anticipate having to have a Tax Sale.  Kathy Natale, Deputy Treasurer, and Rob Gardner came and gave an update of the security cameras being installed at the courthouse.

CLERK

Lisa Cross, Clerk, reported that other counties are signing resolutions to declare Larry Dix Day.  That will be put on our next agenda.  Jennifer is continuing to scan resolutions. 

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at

10:16 a.m.  Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
