BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on June 1, 2021. This is in accordance with the adjournment of the May 18, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on May 26, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Jennifer Reinninger; Tom Neal, Highway Superintendent.  At various times: Matt Anderson.  Present via Zoom: Lisa Cross, Clerk; Alma Johnson.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for May 18, 2021, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD –

1.     Assessment Roll Corrections – Sandberg made a motion to approve the Assessment Roll Corrections.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:41 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on June 15, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

1.      Matt Anderson, USDA APHIS Report – Matt Anderson presented a report on what is going on with the program and about the funding of the program.

2.     Discussion on Resolution #20 concerning Treasurer’s Office authorization to use wire transfer for Road Department Purchases – After discussion, it was decided to table this item.

3.     Lite Em Up – Status of petition and road setting (added at 5/30/21 @ 9:43 pm) – The road study is in progress and the report will be presented for the next meeting on June 16, 2021.  At that time, a hearing will be set.

REPORTS

HIGHWAY DEPARTMENT – Tom Neal, Highway Superintendent, reported attended a Ritchie Bros. auction and looked at some trailers.  They had two that they picked out but didn’t win them.  Roads 26 and 47 are being graveled.  Tom would like to set the One and Six Hearing on the same day as the Year End Meeting.

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported he had both County and District Court coming up.  There was an arrest for someone speeding at 104. 

TREASURER

Monty Stoddard, Treasurer, presented the pledged collateral.

CLERK

Lisa Cross, Clerk, reported that Jennifer Reinninger’s last day will be June 11, 2021.  Jennifer has been working on a jury list.

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:48 a.m.  Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
