BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on July 20, 2021. This is in accordance with the adjournment of the July 6, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on July 14, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, Clerk; Tim Newman; Don Lease; William Burney; Kyle Ann Hopkins; Monty Stoddard, Treasurer.  Various Times:  Stan McKnight, Sheriff; Joe Lissolo; Tom Neal; Highway Superintendent.  Present via zoom: Alma Johnson; Kathy Natale, Deputy Treasurer; Sandy Beals.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for July 6, 2021, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

1.       Property Value Protest 21-01 – Testimony was heard from both sides.

Motion to close the hearing made by Sandberg.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes;         Sandberg, yes.

 

Sandberg made the motion to leave the valuation as set.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

Bernice Huffman, Assessor, certified that the Property Record File is maintained in the Assessor’s Office.

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 9:04 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. 4.  Wildcat Hills Community Wildfire Protection Plan Update – Tim Newman explained how they developed the plan update.  Gifford moved to approve the Wildcat Hills Community Wildfire Protection Plan Update and authorize the Chairman to sign it.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

1.       Declare the 1969 Loadking Bellydump trailer as surplus – Gifford made the motion to declare the 1969 Loadking Bellydump trailer as surplus.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.      Creation of Deputy Sheriff Position and Pay – There was discussion of requirements and costs of getting a person certified in law enforcement.

Sandberg made a motion to not vacate the South 30 feet of Court Street along the North side of Block 16 in Harrisburg, NE.  Second by Gifford.  Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

 

3.       Creation of Deputy Sheriff Position and Pay – After discussion, Gifford made a motion to create the position of Deputy Sheriff with the salary of $36,000.00 for a non-certified person that is capable of being certified or $42,000.00 for a person certified in law enforcement.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

REPORTS

 

HIGHWAY DEPARTMENT – Tom Neal, Highway Superintendent, reported he is going to advertise all the surplus equipment for sale.  The gutters on the shop are installed.  Surveys for Road 22 and Road 57 were presented.  They are getting ready to gravel Road 14.

 

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that it has been pretty quiet.  Lots of speeding citations.  County Court is on August 4, 2021, and District Court is on August 3, 2021.

 

TREASURER

Monty Stoddard, Treasurer, reported he had finished up year-end.  He advertised his annual budget.  There was some movement with the pledged collateral. 

 

CLERK

Lisa Cross, Clerk, reported that she had finished year-end.  She has also been working on the budget and inventory.

 

COMMITTEE REPORTS

Gifford asked questions on the Hazard Mitigation so he could finish it.

 

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at
