BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on October 15, 2019. This is in accordance with the adjournment of the October 1, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on October 11, 2019. The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:38 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor, Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; and Lisa Cross, County Clerk.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for October 1, 2019 and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

After review, Sandberg made a motion to approve and sign the resolution to set the 2019-2020 levies. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on November 5, 2019 or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 –Open and possible action on bids for Sheriff’s vehicle – After reviewing the two bids received, this item was tabled until later in the meeting.

Item #2 – Acceptance of letter of resignation of the County Clerk – After review, Sandberg made a motion to accept letter of resignation from Lori Hostetler. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

Item #3 – Discussion on appointment of a County Clerk – The appointment will be acted on in the open meeting on November 5, 2019. All applicants should attend and possible interviewing can be performed then. Applicants must be a resident within 30 days of appointment. The commissioners will appoint a new County Clerk on November 5th and the appointee will be sworn in on November 7th.

Item #4 – Discussion and approval of resolution designating who’s authorized on signature card for county checking account – Lisa Cross, Clerk presented a resolution for authorization of signature for the county checking accounts. After review, Sandberg made a motion to approve the resolution. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

COMMITTEE REPORTS

Bob Gifford, Vice-Chairman stated Emergency Management met and voted to allow proxy members. It was decided if he is unable to attend that both Bob Post and Sharon Sandberg would be able to attend meetings in place of Bob Gifford.

Comprehensive Plan & Zoning meetings will need to have notices posted and in the paper like we do for the commissioner meetings. They are still in the early stages of planning including like how often they will have meetings.

Bob Post, Chairman went to New York for meetings where he was elected the Chairman of the Board. They are concerned about two main issues. The census and broadband deployment. It is hoped there will be broadband available to the residential part of Banner County. The census is very important. There is funding that is linked to the results of the census. Hacking is another concern.

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported they are finishing up Road 36, which should be done this week. The crew then will move to the west side of the county. He reported that a road employee is back full-time. A separate employee requested leave for health issues. The Local Road Conference is this week. Tom said they have been plowing some snow.

ATTORNEY

Mark Kovarik, County Attorney just got back from the County Attorney Conference. There will be depositions taken for District Court in Kimball on Monday, October 21, 2019.

TREASURER

Monty Stoddard, Treasurer attended a Legislative Conference in McCook. There is proposed legislation that states the taxes will have to be paid in order to split a parcel. The new Victory computer system was put in place today.

CLERK

Lisa Cross, Clerk has been working on performing all the required duties. She will be attending the Election Workshop form October 23rd – October 25th. She has hired an employee for consulting and training for the Clerks Office. The auditor arrived this morning.

SHERIFF

Stan McKnight, Sheriff discussed the bids that was received. The financing will be thru Banner Capital Bank.

Item #1 (continued) – Open and possible action on bids for Sheriff’s vehicle – After discussion it was decided to accept the bid from Wolf Automotive.

Due to the need of a computer, the meeting was moved to the Assessor’s Office.

Item #5 – Discussion with Jessica Davies from Panhandle Public Health District about the county’s health risk appraisal – After watching a presentation and discussion with Jessica, it was decided the county would choose – smoking cessation, healthy back, and blood pressure to be the focus.

The meeting was moved back to the Commissioner’s Room.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:32 a.m. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes. The next meeting will be held in regular session on November 5, 2019 or at the call of the clerk.
