BANNER COUNTY     

BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on December 17, 2019. This is in accordance with the adjournment of the November 19, 2019, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.  

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on December 12, 2019.  The agenda was not amended less than 24 hours prior to the meeting.  

The chairman called the meeting to order at the hour of 8:34 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Carl Gilbert, County Surveyor; Lisa Cross, County Clerk.  Also present at various times:  Monty Stoddard, Treasurer.   The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.  

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.  

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for December 3, 2019, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

Item #1 – None      

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:47 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on January 7, 2019, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

BUSINESS BEFORE THE BOARD  

Item #1 –Discussion and possible action on the Resolution #19-20 to keep the County Surveyor position as an elected one and not appointed - After discussion, it was decided to schedule a public hearing for this on January 7, 2020, at 10:30.  Motion made by Sandberg.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

Item #2 – Discussion and possible action on Resolution #19-21 setting the salary of the County Board Member elected in November 2020 – Sandberg made a motion to approve and sign Resolution #19-21.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.  

Item #3 – Opening and possible action on the bids for a road grader – There were bids presented from Murphy Tractor and Nebraska Machinery.  After review and discussion, it was decided accept the bid from Murphy Tractor for a 2013 John Deere 772 grader for $159,500.00.  

Item #4 – Rick Wangler to speak about his option of doing weed control – Rick called said he was unable to make it to the meeting.  

Item #5 – Discussion and possible action on a canopy or building to shelter the new county car – Three informal bids for a loafing shed will be gathered.  The commissioners will make a decision once the bids have been reviewed.  

Item #6 – Discussion and possible action for approval of snow removal applications – The applications were reviewed and approved.  A vote was not necessary for the applications.  

COMMITTEE REPORTS  

Robert Post, Chairman, reported that Matt Larson wants to get the broadband started in this area.  

Robert Gifford, Vice-Chairman, attended a health insurance meeting at the NACO Convention.  It was brought to question if an employee that participates in Cash-in-Lieu of Blue Cross Blue Shield is eligible for the free life insurance provided when a policy is held.  

HIGHWAY SUPERINTENDENT  

Tom Neal, Highway Superintendent, reported he attended the NACO Convention and felt it was very worthwhile.  New CDL rules state that after February 7, 2020, 30 hours of identifiable training will be required.  Starting January 7, 2020, DOT drug and alcohol testing will need to be done through a clearing house.  The county will need to sign up with a clearing house prior to then.  During a meeting with FEMA, it was announced that Banner County qualifies in Category B for $48,921.54.  $41,933.54 of this comes from FEMA and $6,988.00 comes from NEMA.  On January 15th there will be a training in Alliance for Statewide Road and Bridge Signing that all Banner County Road employees will attend.  

COUNTY ATTORNEY  

Mark Kovarik, County Attorney, attended the Planning Commission meeting on the 16th of December.  It went well.  The next meeting will be January 21, 2020, at 6:30.  Business is as usual with the courts.  

TREASURER  

The NACO Convention had outstanding meetings.  Monty Stoddard, Treasurer, attended an allocation workshop.  The Treasurer’s Office is moving along on the tax collections.  He got to visit with vendors of the new DMV program.  There are new fees that are now being charged; these fees go to the state.  The Banner Capital Bank will have someone at the next meeting for presentations.  The bank would like to remain our Depository Bank.    

CLERK  

Lisa Cross, Clerk, presented the Clerk Fees and Month End Reports for the Banner County District Court.  She is working on the ability to do direct deposit for payroll.
     

No other reports.
