BANNER COUNTY

BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on April 2, 2019. This is in accordance with the adjournment of the March 19, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on March 29, 2019. The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Chairman Robert Post; Member Sharon Sandberg; Jim Zimmerman, Attorney; Bernice Huffman, Assessor, and Lori Hostetler, Clerk. Also present at various times: Vice Chairman Robert J. Gifford and Tom Neal, Highway Superintendent.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Post. Roll call vote: Post, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for March 19, 2019 and that the actions therein be ratified. Second by Post. Roll call vote: Sandberg, yes; Post, yes.

CORRESPONDENCE – None

ITEMS OF BUSINESS BEFORE THE BOARD - None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on April 16, 2019 or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Approval of applications for snow removal and/or surface grading – Applications were approved.

Item #2 – Discussion on possibility of acquiring a different county vehicle – Tabled.

Item #3 – Discussion on progress of emergency declaration – Kathy Natale has been named contact person for the emergency declaration grant process. She reported that pictures documenting the damage have been sent to NEMA, and things are progressing.

REPORTS

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that they are still down a grader. The transmission is being rebuilt. He said that if the county wants to use private contractors to do snow removal and hauling, there will need to be contracts signed.

ATTORNEY

Jim Zimmerman, Attorney reported that the State Patrol has been doing an outstanding job patrolling Banner County.

TREASURER

Monty Stoddard, Treasurer presented a report of the amount of taxes collected for 2016 and 2017. He said that the commissioners could direct him to issue tax sales certificates for the delinquent taxes that were not sold at the annual tax sale, but he recommended that they wait. He said he expects the delinquency to be resolved. He informed that he and Kathy will need to do a training for the new DMV system in June

CLERK

Lori Hostetler, Clerk reported that she will be attending the NIRMA employment seminar on Thursday in Gering. She said she has received the necessary documents to complete the weed superintendent contract, and reminded that the county will need to hire a groundskeeper soon.

SURVEYOR

Carl Gilbert, Surveyor reported that he has been doing work in the southwest part of the county and has located the southwest corner. He said he will now be working on the southeast Banner County line.
