BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on December 3, 2019. This is in accordance with the adjournment of the November 19, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on November 27, 2019. The agenda was not amended less than 24 hours prior to the meeting.
The chairman called the meeting to order at the hour of 8:38 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor, Mark Kovarik, Attorney; Lisa Cross, County Clerk. Also present at various times: Travis Fix, Joe Blanke, and Tony Brown.
The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for November 19, 2019 and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD -
Item #1 – Discussion and approval of Tax List Corrections – Bernice Huffman, Assessor, presented two Tax List Corrections. Motion made by Sandberg to approve the Tax List Corrections 19-3A and 19-4, Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on December 17, 2019 or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 –Discussion and possible action of the Subaward between The Nebraska Department of Health and Human Services and Banner County – After review, Gifford made the motion to approve the Subaward between the Nebraska Department of Health and Human Services and Banner County. Second by Sandberg. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
Item #2 – Recognize the National Professional Academy Develop Award that Banner County Treasurer Monty Stoddard received – Monty Stoddard, Banner County Treasurer participated in a 14 week long online course presented by Professional Development Academy with an emphasis on leadership. The class was sponsored by NACo. The award was presented to Monty Stoddard, Banner County Treasurer, for completing the class and meeting certain standards.
Item #3 – Discussion and possible action on the Joint Resolution and Agreement for the Loss Prevention and Safety Committee –After discussion and review, Sandberg made a motion to approve the agreement for the Loss Prevention and Safety Committee. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
Item #4 – Discussion and possible action on soliciting bids for generator grant – Bob Post, Chairman is going to do some research and write the specs for the bids.
COMMITTEE REPORTS No Committee reports
HIGHWAY SUPERINTENDENT Tom Neal, Highway Superintendent, reported that they haven’t graveled much in the last two weeks due to weather. The Road Department spent time getting machines ready for the predicted snow. A road grader broken down. They are renting a replacement machine until the county’s machine is either fixed or replaced. Three representatives from Murphy Tractor came and spoke about the cost and issues of the machine that is broke down. The are bringing out a front wheel assist grader for the road department to try out. Tom will be attending the NACO Conference next week. The bridge reports were turned in November 19, 2019.
ATTORNEY Mark Kovarik, County Attorney, stated that there was both County Court and District Court this week. There were two cases that Mark had to transfer out due to a conflict of interest. There is another Planning and Zoning Committee meeting on December 16th.
TREASURER Monty Stoddard, Treasurer, reported that the tax statements are out. Monty will be attending the NACO Conference next week. The DMV is still struggling state wide. Monty will be attending meetings all next week.
CLERK Lisa Cross, Clerk, said that due to both weather and illness, Heather Doxum didn’t make it to Banner County for election training. Heather is planning on rescheduling soon. There is a raffle that is being held to raise the money for the 125th Naco Conference for the flood victims. Each county is to raise $125.00. Banner County is just $9.00 short at this time. The raffle drawing will be December 6, 2019. There have been issues with our scanners but we have someone coming to try and resolve the problem.
