BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on September 21, 2021. This is in accordance with the adjournment of the September 7, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on September 16, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, Clerk; Tom Neal, Highway Superintendent; Rodney Cross. Present at various times:  Monty Stoddard, Treasurer.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Sandberg, yes; Gifford, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for September 7, 2021, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes. .

ITEMS OF BUSINESS BEFORE THE BOARD –

 

1.       Assessment Roll Corrections – Sandberg made a motion to approve the assessment roll corrections.  Second by Gifford.  Roll call vote:  Post, yes; Sandberg, yes; Gifford, yes.

 

 

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on October 5, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for September 7, 2021 for both the Commissioner Meeting and the Budget Hearing. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

1.       Address for Ayden Cross – The address 3512 County Road 18, Harrisburg, NE was assigned by 911.

2.      County Road Permit 21-02 to Brown Pump of Kimball to install waterline across Road 35 – Gifford move to approve County Road Permit 21-02.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.      Discussion of ARPA Funds – Monty Sandberg, Treasurer, will check into the rules of paying it to the employees that worked thru the pandemic.

 

COMMITTEE REPORTS

 

Robert Post, Chairman, reported that Region I Behavioral Health paid their bills.  They are working on the Stepping Up Program and are trying to keep Nebraska Strong going as long as possible.

 

REPORTS

 

Highway Department – Tom Neal, Highway Superintendent, said they are fixing bad spots in the roads.  The rain we received did help out.  They have been working on Road 14. Tom attended a welding workshop in Ogallala.  He said it was a good workshop.

 

County Attorney – Mark Kovarik, Banner County Attorney, reported that not much out of the normal.  He spent some time working on the addressing issue.

 

Treasurer – Monty Stoddard, Treasurer, reported he would visit with the auditor about the ARPA Funds.

 

Clerk – Lisa Cross, Clerk, reported that she has been training her new assistant and that she is doing very well.  The auditor Don Wilson will be here the week of October 4, 2021. 

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at

9:46 a.m.  Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.
