BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on August 17, 2021. This is in accordance with the adjournment of the August 3, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on August 11, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, Clerk; Joe Lissolo; Don Lease. Present at various times:  Monty Stoddard, Treasurer.  Present via Zoom:  Alma Johnson, and at various times Monty Stoddard.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for August, 2021, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes.  Gifford abstained.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on September 7, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

 

1.       Don Lease – Nebraska Strong Update – Nebraska Strong will operate until

 December 26, 2021. They have been helping with disasters including the recent fires.  Nebraska      Strong has been helping with the food bank in Scotts Bluff twice a week.

 

2.        Matt Anderson and Jerry Feist with APHIS Wildlife – The federal cost-share for Matt Anderson’s position no longer exists.  If Banner County wants to keep Matt we will have to pay the full cost.  It will be divided between four counties if everyone is agreeance. 

3.      MASA Air Ambulance – Gifford made a motion that we offer the MASA ambulance plan to be paid by the employee.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.      Fees for research and electronic copies – State statute 84-712.0 covers this subject.

5.      Matt Hutt and Aaron Raines – West Nebraska Bicycle Club – gravel race – On June 25th next year, there will be a 160 mile.  The club carries insurance that covers everyone.  The biggest thing they need is access to water and would love access to restrooms but could bring port-a-potties.  There will be approximately 100 cars that would show at the check point.

6.      Ratification of declaration of emergency – Post made a motion to ratify the declaration of emergency.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

7.      Open Seal bids – There were six sealed bids.  The winning bids are as followed:

Gifford made the motion to accept the winning bids.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

 

REPORTS

 

County Attorney – Mark Kovarik, Banner County Attorney, reported that a few people have taken advantage of the Traffic Safety Plus class.  There is a pre-trial today.    There may be Infrastructure opportunities for the county.

 

Treasurer – Monty Stoddard, Treasurer, has been getting ready for tax receipts.  Monty has also been working on the budget.

 

Clerk – Lisa Cross, Clerk, has been working on the budget.  The District Court month end was presented.  Lisa is in the process of hiring an assistant.

 

Sheriff – Stan McKnight, Sheriff, reported he only had one application for Deputy Sheriff turned in at this time.

8.       Budget Workshop – Chairman Robert Post; Vice Chairman Robert Gifford; Sharon Sandberg Member; Monty Stoddard, Treasurer; Lisa Cross, Clerk along with Candace Meredith from NACO via zoom worked on the budget.

 

 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

12:25 p.m.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.
