COMMISSIONERS PROCEEDINGS

 

The Banner County Board of Commissioners met in regular session on November 2, 2021.  This is in accordance with the adjournment of the October 19, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on October 27, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:45 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Monty Stoddard, Treasurer; Bernice Huffman, Assessor; Tom Neal, Highway Superintendent; Zane Hopkins, Deputy Sheriff.  Present via Zoom:  Vice Chairman Robert Gifford.

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined and Sandberg moved to approve it.  Second by Post. Roll call vote: Sandberg, yes; Gifford, abstained; Post, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for October 19, 2021. Second by Post. Roll call vote: Post, yes; Gifford, abstained; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

1.      Opioid Litigation Settlements – Sandberg moved to table this item.  Second by Post.  Roll Call Vote:  Post, yes; Gifford, abstained; Sandberg, yes.

2.      Discussion of proper procedures of protocal of PPHD – The Personnel Policy Committee will get together and work on the procedures for the Personnel Handbook.  Monty Stoddard, Treasurer, will call Pam Bourne for guidance on this matter.    

 

REPORTS

 

Highway Superintendent – Tom Neal, Highway Superintendent, attended a good LTAP Conference in Sioux Falls, SD.  There has been hardpan put on Road 36.  Seneca, the company with the gas pump which the Road Department is considering, is coming out Thursday and will present a proposal.  The footings on Court Street are dug up.

 

County Attorney – Mark Kovarik, Banner County Attorney, attended the County Attorney Seminar mid-October.  A letter was sent out pertaining to the removal of the footings on Court Street.  The footings are now out, but not before the deadline.  Mark received a phone call about a gate across a road.  He is looking into that matter.

 

Treasurer – Monty Stoddard, Treasurer, reported all the personal property taxes and IOLL’s have been collected, so there won’t be any distress warrants.  Monty is working with the Assessor to roll over the levies.

 

 

Clerk – Lisa Cross, Clerk, reported that on November 4, 2021 she and her assistant, Caily Reece, will be attending a District Court Financial training via zoom.  New blinds were put up in the Court Office. New paper towel dispensers will be installed throughout the courthouse.  Locks weren’t working well in the old ones.  A leather repair kit was purchased to repair a few chairs in the Court Room.  Nate Rogers is looking into a new computer for Caily, since her computer needs to be updated. 

 

Sheriff – Zane Hopkins, Deputy Sheriff, said that the computer for the car has been ordered.  They are looking into a mount for it.

 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

9:34 a.m.  Second by Post. Roll call vote: Sandberg, yes; Gifford, abstained; Post, yes. The next meeting will be held in regular session on November 16, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on November 2, 2021. This is in accordance with the adjournment of the October 19, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
