COMMISSIONERS PROCEEDINGS

 

The Banner County Board of Commissioners met in regular session on June 29, 2021.  This is in accordance with the adjournment of the June 15, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on June 23, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:45 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal; Highway Superintendent; Lisa Cross, Clerk.    At various times:  Monty Stoddard, Treasurer; Stan McKnight, Sheriff;

Present via zoom: Alma Johnson; Bernice Huffman, Assessor; Kathy Natale.

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined and Sandberg moved to approve as presented.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for June 15, 2021. Second by Gifford. Roll call vote: Gifford, yes; Post, yes; Sandberg, yes.

The following claims were audited, and Sandberg moved that the claims be approved warrants and ordered drawn on the respective funds. Second by Gifford. Roll call vote: Gifford, yes; Sandberg, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

1.      Delegate a voting delegate for the 2021 NACo Annual Conference – Nebraska NACO will be our delegate.

2.      Resignation letter from Margaret Hopkins – After reviewing the letter submitted by Margaret Hopkins, the commissioners accepted her resignation.

3.      Aflac – AD & D or HealthAdvocate – The commissioners would like more information before deciding which benefit they would like to offer.

4.      Application for Snow Removal and/or Surface Grading – After review, the application was approved.

9:00 am One and Six Road Improvement Hearing

 

Tom Neal presented a summary of the One and Six Road Improvement Plan.

 

9:16 am Adjournment

5.      Resolution 21-22 – One and Six Hearing – Gifford made a motion to approve the

Resolution 21-22 and sign it.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

6.      Declare the 1956 tanker trailer, the 1988 Freightliner, and the 1982 Kenworth as surplus  - Gifford made a motion to declare the 1956 tanker trailer, the 1988 Freightliner and the 1982 Kenworth as surplus.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes;

Sandberg, yes.

 

REPORTS

 

HIGHWAY DEPARTMENT – Tom Neal, Highway Superintendent, reported the dozer is back.  They will be pushing gravel back.  They picked up the new trailer on Wednesday.  Charity May with the Banner County Planning Commission asked Tom to help with the Transportation part of the Comprehensive Plan.  Tom would like to do a class on snake bites.

 

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported it has been business as usual.  District Court is Thursday and County Court is next Wednesday.

 

CLERK

Lisa Cross, Clerk, reported there is one Protest Hearing at this point.  They have been working on tying up loose ends for fiscal year end.

 

SHERIFF

Stan McKnight, Sheriff, talked about the Radio Upgrade Interlocal Cooperation Agreement. Stan said to be on the lookout as there are a lot of snakes out.

 

 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

9:51 a.m.  Second by Post. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes. The next meeting will be held in regular session on July 6, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
