BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on February 16, 2021. This is in accordance with the adjournment of the February 2, 2021 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on February 11, 2021. The agenda was not amended less than 24 hours prior to the meeting.
The chairman called the meeting to order at the hour of 8:32 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent, Carl Gilbert, Surveyor. Present via zoom: Jennifer Reinninger, Clerk Assistant; Lisa Cross, Clerk; Monty Stoddard, Treasurer; Art Olsen; Kathy Natale, Deputy Treasurer; Bernice Huffman, Assessor.
The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for February 2, 2021, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on March 2, 2021 or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
1. Declare Larry Dix Day = Resolution 21-10-Gifford made a motion to adopt and sign Resolution 21-10. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
2. Discussion of Security Cameras – Monty Stoddard, Treasurer, reported that the security cameras are installed, but that the installers still need to come back and train everyone on the operation.
3. Finalization for security cameras, panic buttons, and fire money- Everything is installed except a couple more panic buttons. The fire money will be coming in soon and Banner County will distribute the money to each entity that it belongs to.
4. Highway Superintendents Study of Street and Alleys Vacation – The written study written by Tom Neal, Highway Superintendent, was presented to the commissioners.
5. Set Hearing for Vacating Streets Resolution 21-8 – Sandberg made the motion to adopt Resolution 21-8 and set a hearing for Vacating the Streets on March 16, 2021 @ 6:30 pm. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
6. Set Hearing for Vacating Village of Harrisburg Alleys Resolution 21-9 – Sandberg made the motion to adopt Resolution 21-9 and set a hearing for vacating the Village of Harrisburg Alleys on March 16, 2021 @ 6:30 pm. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
7. LB102 – NACO is going to take stand against this bill. Gifford made a motion to authorize the Clerk to draft a letter stating that Banner County opposes the bill, and have the commissioners sign it. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
COMMITTEE REPORTS
Region One had a meeting during which they appointed officers.
Bob Gifford reported that PPHD had a meeting about what is going on with the virus and how to keep track. They talked about vaccine lists switching from handling calls locally to handling calls statewide.
Bob Gifford was elected as Chairman of Office of Human Development.
COUNTY ATTORNEY
Mark Kovarik, County Attorney, reported that there is County Court on March 3rd and District Court on March 4th. Most of the cases at this point are for traffic.
TREASURER
Monty Stoddard, Treasurer, reported that the tax sale was advertised, but doesn’t think there will have to be a sale. Monty wrote a letter opposing LB310 about Inheritance Tax. NACO is opposed too. Notification has been received that money will be coming in for the fire. Banner County will disburse the money to the proper places. We will need to address the budget for that money.
CLERK
Lisa Cross, Clerk, said that she and Jennifer Reinninger, Banner County Clerk Assistant, have been keeping track of court E-filings, Simplifile filings, and items in the drop box while following the quarantine rules.
SURVEYOR
Carl Gilbert, County Surveyor, did a survey North of Road 18 and North of Gabe Rock.
