BANNER COUNTY
COMMISSIONERS PROCEEDINGS
The Banner County Board of Commissioners met in special session on Tuesday, August 22, 2023 at 9:00 a.m. in the courtroom of the Banner County Courthouse.
Notice of the meeting was published in the Western Nebraska Observer. Meeting notices posted in Harrisburg, Nebraska at: Post Office, Banner County School, and the Banner County Courthouse.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the Banner County Clerk. A copy was emailed to each board member on August 21, 2023.
Chairperson Darnall called the meeting to order at 9:05 p.m. Roll call showed all members present. Also present: County Clerk Katie West; County Treasurer Kathy Natale; Sheriff Zane Hopkins; Road Superintendent Tom Neal and Assessor Kacy Krakow. Also present via ZOOM at various times was Candace Meredith with Nebraska Association of County Officials (NACO).
Chairperson Darnall stated that the Open Meetings Act is posted in the back of this courtroom by the entrance.
Gifford said prayer.
Pledge of Allegiance was said.
Agenda: The agenda for meeting was examined. Motion by Gifford to approve agenda. Second by Anderson. Roll call vote: Anderson yes; Darnall yes; Gifford absent. Motion carried.
Correspondence: 1) Nebraska Intergovernmental Risk Management Association (NIRMA): Rick Hill vs. Election Systems & Software et.al. 2. Service contract for copier: Clerk West received two proposed contracts from Connecting Point for copier services. West will obtain quotes from other vendors and present to the Board at a later date.
Public Comments: None
Items of business before the board:
Inventories: Department inventories were presented to the Board. Discussion. Chairperson Darnall asked that there be dollar amounts placed on all inventoried items. Gifford commented that values can be determined later. Motion by Gifford to approve the inventories of the County Treasurer; County Clerk; County Assessor; County Surveyor; County Attorney; County Sheriff; County Court; County Buildings & Grounds; and County Road Department. Second by Anderson. Roll call vote: Gifford yes; Darnall no; Anderson yes. Motion carried.
Discuss budget worksheets: A budget workshop and discussion was held regarding the budget worksheets for the following offices and departments: County Clerk; County Treasurer; County Board; County Assessor; County Election Commissioner; County Clerk of District Court; County Buildings & Grounds; County Sheriff; County Attorney; County Surveyor; County Weed Dept.; Extension; General Misc.; and Road Dept.
Chairperson Darnall recessed meeting at 12:44 p.m. for one hour.
Chairperson Darnall reconvened meeting at 1:53 p.m.
Budget workshop discussion continued.
Set levies & Resolution 23 - 19: Motion by Gifford to adopt Resolution 23 - 19: Final allocation of levy authority to all political subdivisions subject to county levy authority. Whereas Nebraska revised statute 77-3443 (4) requires that the Banner County Board of Commissioners determine by resolution the final allocation of levy authority to its’ political subdivision; and whereas, the Banner County Board of Commissioners has considered the levy allocation requests, now, therefore, be it resolved by the Banner County Board of Commissioners, Banner County, Nebraska, as follows: Pleasant Hill Cemetery - $1,600; Kirk Cemetery - $1,060; Banner Rural Fire District $70,000; and Banner County Historical Society - $10,000. Dated this 22nd day of August 2023. Second by Anderson. Roll call vote: Gifford yes; Darnall yes; Anderson yes. Motion carried.
