COMMISSIONERS PROCEEDINGS

 The Banner County Board of Commissioners met in regular session on January 5, 2021.  This is in accordance with the adjournment of the December 15, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on December 29, 2020.  The agenda was not amended less than 24 hours prior to the meeting.

 The Chairman called the meeting to order at the hour of 8:45 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Tom Neal, Highway Superintendent; Bernice Huffman, Assessor; Monty Stoddard, Treasurer; Buck Hottell, Weed Superintendent.

 The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 The agenda was examined and Sandberg moved to approve as presented.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

 The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for December 15, 2020. Second by Sandberg. Roll call vote: Gifford, yes; Post, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

1.     Set Statutory Meeting – The Statutory Meeting will be on January 19, 2021.

2.     Discuss Upcoming Training – There will be upcoming trainings that Banner County will try to participate in.

3.     Annual Report Weed Superintendent – Buck Hottell, presented the Annual Weed Report.  Sandberg moved to approve it and give the Chairman permission to sign the necessary papers.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.     Review and Accept State Approval of Common Mullein as a Noxious Weed – Post moved to accept the State’s Approval to make Common Mullein as a Noxious Weed in Banner County.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

5.     Void Check 02012063 – Sandberg made the motion to void check 02012063.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes, Sandberg, yes.

COMMITTEE REPORTS –

Region One had a zoom meeting and was able to pay bills for the 2020 year.

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that the holiday season was quiet as far as traffic citations.

TREASURER

Monty Stoddard, Treasurer, presented the pledged collateral report.  They have been working on taking care of delinquent taxes.  Both Monty and Kathy are participating on the Learning Management Systems.

CLERK

Lisa Cross, Clerk, reported that Banner County will be using the anti-virus Big Defender.  Jennifer is working on scanning the Resolutions and making a file for the County Attorney.  There were quite a few recordings prior to the end of the year.

HIGHWAY SUPERINTENDENT

The Road Department purchased a truck with the intention of using the hood for the truck they are fixing, but the condition of the truck is good enough that it will be put to use and not used for parts. They will buy a hood for the truck they are fixing.  The pieces to fix the bucket for the 950 loader were ordered.

 Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:36 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes. The next meeting will be held in regular session on January 19, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
