BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session on November 10, 2020. This is in accordance with the adjournment of the October 20, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on November 5, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The Chairman called the meeting to order at the hour of 8:37 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Lisa Cross, County Clerk; Carl Gilbert, County Surveyor. At various times Monty Stoddard, Treasurer; Don Lease, Heather Brown.
The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the October 20, 2020, minutes of the previous meeting. Second by Sandberg. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –
1. Assessment Roll Corrections – After discussion, Sandberg moved to approve the assessment roll corrections. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:57 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on November 10, 2020, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
1. Common Mullein Declaration – After discussion, it was decided to continue forward with declaring Common Mullein as a noxious weed. Buck Hottell, Weed Superintendent, will be working on both paperwork and continuing education over the winter.
2. Will Arthur with Family Heritage (Cancelled 11/9/2020)
3. Don Lease and Heather Brown with presentation of Nebraska Strong – Nebraska Strong is a project that started with the Nebraska floods and eventually expanded statewide for COVID. There are two toll free numbers to be a connection for resources for Nebraskans in need. Everything is free and confidential. The safety of people is their first priority.
4. Audit Report – After discussion, Sandberg made a motion to accept the audit report. Second by Gifford. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
5. Year-End Certification of County Highway Superintendent - Gifford made the motion to approve
resolution 20-19. Second by Sandberg. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
6. Documentation of the County Highway Superintendent Appointment for Calendar year 2020 with the Nebraska Department of Transportation (NDOT) – Under Item#5, permission for the Board Chairman to sign the Year-End Certification of County Highway Superintendent.
COMMITTEE REPORTS - None
HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent, reported that there will be bridge inspections this month. There is a quarter of a mile of Road 6 that needs to be built up with hard pan and then they will be ready to gravel. Several places have fences installed close to the road for livestock grazing. There are some bales that are close to the road that cause drifts when it snows.
COUNTY ATTORNEY
Mark Kovarik, County Attorney, reported that court is business as usual.
TREASURER
Monty Stoddard, Treasurer, had pledge collateral reports. The tax statements should be on their way. There were no distress warrants this year.
CLERK
Lisa Cross, Clerk, reported that Election went very well. There were 251 in-person votes and 415 total votes.
SURVEYOR
Carl Gilbert, County Surveyor, said due drought conditions of everything he has been limiting going out into fields. He has been doing some work on the highway.
Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:44 a.m. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes. The next meeting will be held in regular session on November 17, 2020, or at the call of the clerk.
