BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on February 4, 2020. This is in accordance with the adjournment of the January 21, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on January 31, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Nathan Kinport, Attorney; Bernice Huffman, Assessor; Tom Neal, Highway Superintendent; Lisa Cross, County Clerk.
The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for January 21, 2020, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

Item #1 –Discussion and possible action on Permissive Exemptions – Tabled till February 18, 2020.
Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on February 18, 2020, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 –Void check #02001043 – Sandberg made the motion to void check #02001043. Second by Gifford. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
Item #2 – Discussion on haul road agreement – The Commissioners agreed to read the plan from Holt County and be ready for a discussion and possible action for Banner County’s Haul Road Agreement.
Item #3 – Open bids and possible action on equipment - Two sealed bids were received for the equipment. After reviewing the bids, Post made a motion to accept the bid from Murphy Tractor for both. Second by Gifford. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
Item #4 – Discussion and possible action on signing resolution declaring Banner County a Second Amendment Sanctuary County – After discussion, Gifford made a motion to adopt the Resolution 2020-06. Second by Sandberg. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
COMMITTEE REPORTS
None
HIGHWAY SUPERINTENDENT
Tom Neal reported that the Road Department has been repairing on a trailer by replacing the floor and working on the rest of it. The Road Department has also been pushing up hard pan. FEMA paid the County money for Category B and Tom is working on finishing things up for Category C.
COUNTY ATTORNEY
Nathan Kinport stood in for Mark Kovarik, County Attorney. Mark has been working with the Planning Committee. There is both County Court and District Court this week.
TREASURER
Monty Stoddard, Treasurer, attended meetings last week for both legislation and taxes. The delinquent tax report is due today. There are minimal delinquencies on the list. Monty presented the Pledged Collateral Report.
CLERK
Lisa Cross, Clerk, reported that both the W-2’s and 1099’s have been issued and filed. Today was the first payroll using the direct deposit and it went very well. Lisa attended the Election Training held in the Banner County Courthouse and is starting to work on other election items. No other reports.
Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:58 a.m. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
