BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session on July 21, 2020. This is in accordance with the adjournment of the July 13, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on July 16, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The vice-chairman called the meeting to order at the hour of 8:32 a.m. Present on roll call were: Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Lisa Cross, County Clerk; Tom Neal, Highway Superintendent; Tim Newman, Emergency Management; Toney Krajewski. At various times Chairman Robert Post; Mark Kovarik, County Attorney; Monty Stoddard, Treasurer.
The vice-chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford. Roll call vote: Gifford, yes; Sandberg, yes.
The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the July 7, 2020 and July 13, 2020 minutes of the previous meetings.

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:46 a.m. Second by Post. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on August 4, 2020, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
1. Tim Newman – Memorandum- After discussion, Gifford made a motion to accept the agreement for Banner County and Region 22 with Red Cross and authorize Tim Newman to sign the agreement. Second by Sandberg. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
EMERGENCY MANAGEMENT – Tim Newman has moved to his new office in the basement of the Scotts Bluff Administrative Building and is getting it all set up. He reported that things are going well.
COMMITTEE REPORTS
NACO had a meeting. They discussed the CAREACT and getting reimbursed.
HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent, reported that he received two job applications. He chose one of the applicants, but is waiting till the end of the week for an answer. Horseshoe Bend has gravel on everything new. They are going to gravel some of that area that hasn’t had gravel before.
Kathy Natale reported that she has been working on the FEMA/CARESACT. FEMA will pay 75% and CARESACT will pay 25%. FEMA won’t pay for extra cleaning and disinfecting. She will be able to add any other expenses that are incurred.
COUNTY ATTORNEY
Mark Kovarik, County Attorney, said that it is “business as usual”. Everything has pretty much returned to normal.
TREASURER
Monty Stoddard, Treasurer, reported that they are preparing for the next round of tax collections. In addition, they are working on the budget. As of September 1, 2020, everyone will have to have all registrations up to date.
CLERK
Lisa Cross, Clerk, has been working on the budget. The Clerks Fees and Sheriff’s Fees were presented.
Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:49 a.m. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes. The next meeting will be held in regular session on August 4, 2020, or at the call of the clerk.
