BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session on December 15, 2020. This is in accordance with the adjournment of the December 1, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on December 11, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The Chairman called the meeting to order at the hour of 8:35 a.m. Present on roll call were: Chairman Robert Post; Member Sharon Sandberg; Vice Chairman Robert Gifford; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Lisa Cross, County Clerk; Tom Neal, Highway Superintendent.
The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the December 1, 2020, minutes of the previous meeting. Second by Gifford. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on January 5, 2021, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

2. Terry Baxter – Terry Baxter, NIRMA, reported that Banner County will receive a grant to help with the cost of security. He also suggested that we work on the critical rated things listed on the security assessment first. He also discussed some upcoming training.
1. Application for Snow Removal and/or Surface Grading – The contract presented was approved.

Aging Office ratified November items in December meeting.
REPORTS-
HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent, reported that Airforce was asking if Banner County would be interested in having the Airforce roads paved. There is an order of culverts in. The footings that Lite ‘Em Up has in the right-of-way will be gone. They are looking at moving their location to Kimball County and if not will move them back out of the right-of-way.
COUNTY ATTORNEY
Mark Kovarik, County Attorney, reported that business as usual with County and District Court. Most of the cases are smaller things going on.
CLERK
Lisa Cross, Clerk, reported that things are fairly calm and nothing unusual going on. She also presented the Month End Reports for Banner County District Court and the Clerk’s Fees.
2. Terry Baxter – The Safety Committee will be put in charge of working on the items listed in the security assessment.
