BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on August 2, 2016. This is in accordance with the adjournment of the July 19, 2016 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on July 29, 2016.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Chairman Robert J Gifford; Vice Chairman John- Robert Faden; Sharon Sandberg, Assessor; Jim Zimmerman, Attorney; Carl Gilbert, Surveyor; Tom Neal, Highway Superintendent, and Lori Hostetler, Clerk. Also present at various times:  Member Robert Post; Larry Burbach; Stan McKnight, Sheriff, and Toney Krajewski, Assistant Highway Superintendent.

The Chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Faden moved to approve as presented. Second by Gifford.  Roll call vote:  Gifford, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Faden moved to approve the minutes for July 19, 2016 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Faden, yes.


ITEMS OF BUSINESS BEFORE THE BOARD - None

Sharon Sandberg, Assessor reported that she has hired Bernice Huffman who will start on August 15th.

Faden made a motion to adjourn the Banner County Board of Equalization meeting at 8:40 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Faden, yes; Post, yes. The next meeting will be held in regular session on August 16, 2016 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Opening and action on sealed bids for Honda riding lawnmower -   Three sealed bids were received. The amount of the bids were: $103.53; $500.00, and $226.79. Post made a motion to accept the bid of $500.00 from Tim Grubbs. Second by Faden. Roll call vote: Gifford, yes; Post, yes; Faden, yes.

Item #2 – Larry Burbach – Purchase options available for motor graders from NMC – Larry Burbach presented a list of used graders available for purchase. He also discussed the cost of a new grader.

Item #3 – Consider and adopt resolution determining final allocation of levy authority – Tabled.

Item #4 – Discussion and possible action on date for budget workshop – Tabled.

Item #5 – Approval of inventories – After review, Faden made a motion to approve the inventories of county court; sheriff, and highway superintendent. Second by Post. Roll call vote: Faden, yes; Gifford, yes; Post, yes.

Item #6 –Discussion and possible action on purchasing or leasing a new copier – Lori Hostetler, Clerk reported that the copier in the assessor’s office has completely quit, and the main copier in the clerk’s office is beginning to have issues. She was informed that they are no longer making parts for that particular model, and the service agreement will expire in October. She presented quotes from Off Broadway and Copier Connection for 4 different copiers. There was discussion of purchasing a new copier for the clerk’s office and moving the old one to the assessor’s office. Post made a motion to purchase a Kyocera color copier for $5100.00 from Off Broadway. Second by Faden. Roll call vote: Gifford, yes; Post, yes; Faden, yes.

Item #7 –Discussion on installing a fiber optic line to the courthouse – Tabled.

Item #3 – Consider and adopt resolution determining final allocation of levy authority – Sharon Sandberg, Assessor presented the resolution, and Gifford read it into record. After review, Faden made a motion to adopt the resolution determining final allocation of levy authority for Pleasant Hill Cemetery; Kirk Cemetery; Banner Rural Fire District General, and Banner Rural Fire District Sinking. Second by Post. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

REPORTS

SURVEYOR
Carl Gilbert, Surveyor reported that he had met with Scotts Bluff County, and they are looking at doing a retracement of the Scotts Bluff/ Banner County line this year.

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they are finished with Road 36 and have installed the culvert on School Street. He said that Bryan with Murphy Tractor will attend the next meeting to discuss grader options.

Faden made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:22 a.m.  Second by Post.  Roll call vote: Faden, yes; Post, yes; Gifford, yes.
