BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on May 18, 2018. This is in accordance with the adjournment of the May 1, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on May 16, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The vice chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were:  Vice Chairman Robert J. Gifford; Member Robert Post; Sharon Sandberg, Assessor;
Jim Zimmerman, Attorney; Tom Neal, Highway Superintendent, Tim Newman, Emergency Manager; Greg Worthen, and Lori Hostetler, Clerk.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote: Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for May 1, 2018 and that the actions therein be ratified. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

CORRESPONDENCE - None

Item #1 – Assessment roll corrections– Sharon Sandberg, Assessor presented corrections needed due to changes that were reported after March 19th and an error that occurred in the assessment computer program. Post made a motion to accept the assessment roll corrections. Second by Gifford. Roll call vote: Gifford, yes; Post, yes.

Sharon stated that she would be mailing out valuation notices on June 1st.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:39 a.m.  Second by Post. Roll call vote: Post, yes; Gifford, yes. The next meeting will be held in regular session on June 5, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Discussion of Emergency Management issues and budget – Tim Newman, Emergency Manager presented the 2018-2019 Emergency Management Budget request for consideration.

Item #2 – Discussion on broadband pilot project – Greg Worthen with Visionary Broadband discussed the possibility of providing high speed broadband to Banner County.

Item #3 - Discussion and possible action on interlocal agreement with Keith County for Stegall Road chip seal project – The agreement was reviewed. Post made a motion to approve the agreement with the chairman authorized to sign on the condition that the other party approves. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that he has hired Brenton Soule as an equipment operator. He said they are finished on Wright’s Gap Road and informed that he would be gone around Memorial Day weekend.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for May 1, 2018 and that the actions therein be ratified:  Second by Post.  Roll call vote: Gifford, yes; Post, yes.  

CORRESPONDENCE

Letter from the Attorney General addressing the opioid crisis and informing that class action law
firms are trying to recruit cities and counties to participate in a law suit.

Letter from the North Platte Natural Resources District inviting stakeholders to participate in the
planning process of the Integrated Management Plan – Second Increment.

REPORTS (continued)

ATTORNEY
Jim Zimmerman, Attorney reported that there is a lot of activity, and there is a possibility of 3 jury trials. He said there are several individuals in jail and some could be there a while.

CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She reported that the primary election went well, and we had a 42 percent turnout. She also said that a new push mower was needed for the groundskeeper.
