BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on February 20, 2018. This is in accordance with the adjournment of the February 6, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on February 16, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The vice chairman called the meeting to order at the hour of 8:35 a.m. Present on roll call were: Vice Chairman Robert J. Gifford; Member Robert Post: Jim Zimmerman, Attorney; Toney Krajewski, Assistant Highway Superintendent, and Lori Hostetler, Clerk.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote: Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for February 6, 2018 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None


Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m.  Second by Post.  Roll call vote: Gifford, yes; Post, yes. The next meeting will be held in regular session on March 6, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

REPORTS

COMMITTEE REPORTS
Post reported that the Panhandle Health Group held a meeting and voted to close. He said they will be having transition plan meetings on a bi-weekly basis.
Gifford reported that the Emergency Management Advisory Board is going to have a meeting with the Scotts Bluff City Administrator and Chief of Police.

ATTORNEY
Jim Zimmerman, Attorney reported that there will not be a jury trial.

TREASURER
Monty Stoddard, Treasurer reported that he is preparing for the tax sale on March 5th. He said there are only two parcels, and they will probably be paid prior to the tax sale. The remainder of the unpaid taxes are for severed minerals.

CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She reminded that Nebraska Accountability and Disclosure forms need to be filed by March 1st. She discussed county credit card use and reported that she will attending election training this week.


HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they have been dealing with the snow and cold temperatures and doing some hardpan mix. He said there is supposed to be a training for certified flaggers at the civic center, and he has been invited to go to the CAT Factory in Illinois. He also reported that he has hired two new machine operators.

 

Item #1 – Hearing for the One and Six Road Improvement Program – 9:30 a.m – The vice chairman called the hearing to order at 9:30 a.m. with the following in attendance: Vice Chairman Gifford; Member Robert Post; Jim Zimmerman, Attorney; Tom Neal, Highway Superintendent; Toney Krajewski, Assistant Highway Superintendent; Monty Stoddard, Treasurer, and Lori Hostetler, Clerk.

Tom Neal, the Banner County Highway Superintendent presented the proposed road construction that is listed on the one year plan and the six year plan. After time for discussion and comments, Gifford closed the hearing at 9:39 a.m.

Item #2 – Approval of One and Six Year Road Improvement Program – Post moved to approve and adopt the resolution stating that we have submitted the One and Six Annual Road Improvement Plan. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:41 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Post, yes.
