BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on December 19, 2017. This is in accordance with the adjournment of the December 5, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on December 15, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were:  Chairman John-Robert Faden; Member Robert Post; Tom Neal, Highway Superintendent, and Lori Hostetler, Clerk. Also present at various times: Vice Chairman Robert J Gifford.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Post moved to approve. Second by Faden.  Roll call vote:   Faden, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for December 5, 2017 and that the actions therein be ratified. Second by Faden. Roll call vote: Post, yes; Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - NONE

Post made a motion to adjourn the Banner County Board of Equalization meeting at 8:40 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Post, yes; Faden, yes. The next meeting will be held in regular session on January 2, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Also present at various times: Mark Faden; Jack Faden; Stan McKnight, Sheriff, and Jay D. Essmiller.

CORRESPONDENCE

Letter from Panhandle Public Health asking Banner County to declare January 2018 as National
Radon Action Month. It was so declared.

The following claims were audited, and Gifford moved that the claims be approved and warrants ordered drawn on the respective funds. Second by Faden. Roll call vote: Faden, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #2 – Opening of sealed bids for purchase of 1990 Ford tractor with possible action – Two sealed bids were received and opened. The 1st bid was $15,551. The second bid was $10,780. After discussion, Gifford made a motion to accept the highest bid from Jerry Roberts Jr. for $15,551. Second by Post. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

Item #1 – Discussion of concerns regarding a county road – Jack Faden and Charley Pile -   Jack Faden, Mark Faden, and Charley Pile expressed concerns regarding the area north of the platted Road 49. There was discussion on past and present usage and on an area where gates are installed.

Item #3 – Adoption of resolution setting the salaries and benefits of elected officials for years 2019-2022 – After discussion, the resolution was read into record by Gifford and Post, and Giifford made a motion to adopt the resolution setting the salaries and benefits of the elected officials for years 2019-2022. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

 

 REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent said they have begun hauling gravel for Road 35 south of Road 14. He also reported that the road department received a grant for the purchase of a post hole driver. He said the annual meeting in Kearney was good.

TREASURER
Monty Stoddard, Treasurer reported that tax payments are coming in. He said the NACO conference was very good, and he will probably be attending a legislative workshop on January 26th.

CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She reported that the courtroom furnace was not working, and a repairman had been called.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:56 p.m.  Second by Faden.  Roll call vote: Faden, yes; Gifford, yes; Post, yes. The next meeting will be held in statutory session on January 2, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
