BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on October 6, 2015. This is in accordance with the adjournment of the September 15, 2015 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on October 2, 2015.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert J Gifford; Vice Chairman John-Robert Faden; Member Robert Post; Sharon Sandberg, Assessor, and Lori Hostetler, Clerk. Also present at various times: Jim Zimmerman, Attorney and Tom Neal, Highway Superintendent.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Faden moved to approve as presented. Second by Post.  Roll call vote: Gifford, yes; Faden, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for September 15, 2015 and that the actions therein be ratified. Second by Faden. Roll call vote: Gifford, yes; Faden, yes:  Post, yes.

1. Set levies for 2015-2016 – Post read the resolution into record and made a motion to adopt the resolution the resolution to set the levies for 2015-2016 as follows:

Faden made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m. Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Faden, yes. The next meeting will be held in regular session on October 20, 2015 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 – Void check #01507089 - Faden made a motion to void check #01507089. Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #2 – Approve application for snow removal or surface grading – Application was approved.

Item #5 – Discussion and possible action on continuing with Gay Olsen as groundskeeper for next year - After discussion, Post made a motion to continue with Gay Olsen as groundskeeper for next year at a salary of $440 per month for 6 months. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

REPORTS

COUNTY ATTORNEY
Jim Zimmerman, Attorney stated that he would be attending the County Attorneys Fall Training in Lincoln.

COUNTY CLERK
Lori Hostetler, Clerk informed that she would be attending the NIRMA Self-Defense for County Officials Conference in Kearney. She said that the NRD has given the courthouse more trees, and Gay is in the process of getting them all planted. She also reported that the auditors will be here this week.

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that by Wednesday, every road will have been mowed once. He said they have finished graveling Road 35 from Harrisburg to Road 14 and will be moving on to other areas. He discussed that there is going to be a training in Lincoln in November which will cover the topic of putting in guard rails. He expressed a desire to attend and would like to take another road employee with him. After some discussion, the commissioners gave their approval for him to attend the training. He also said that he has two new employees who need to attend a road grader training.

Item #3 – Opening of sealed bids for replacement of courthouse roof and possible action – 9:30 a.m. – Only one bid was received. Gifford opened the bid from Fisher Roofing. Because the commissioners had some questions on the bid, the item was tabled until the next meeting.

Item #4 – Webinar for Mobile 311 – Facility Dude Solutions with Brian Smith – 10:00 a.m. – Those in attendance moved to the jury room to participate in the webinar. At the conclusion of the webinar, they returned to the commissioners’ room. There was discussion.

Faden made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:50 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Faden, yes.
