BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 7, 2017. This is in accordance with the adjournment of the February 21, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on March 3, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:38 a.m. Present on roll call were: Chairman John-Robert Faden; Vice Chairman Robert J Gifford; Member Robert Post; Jim Zimmerman, Attorney, and Lori Hostetler, Clerk.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Gifford moved to approve as presented. Second by Post.  Roll call vote:  Gifford, yes; Post, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for February 21, 2017 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Lori Hostetler, Clerk reported that Sharon Sandberg, Assessor had not heard back from the Property Assessment Division Peer Group so she is going to go with the values that she presented at the last meeting.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m.  Second by Post.  Roll call vote: Faden, yes; Gifford, yes; Post, yes. The next meeting will be held in regular session on March 21, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 – KC Transit Services – Kristy Warner – Tabled.

Item #2 – Discussion and possible action on lease with CenturyLink – Tabled.

Item #3 – Discussion on commissioners’ salaries -There was discussion that the annual salary for the Banner County Commissioners has gone back to $8000.00 per year because that is what the commissioners set the salary at prior to the last election.

Item # 4 – Discussion of policy on courthouse closings – There was discussion that there needs to be a policy regarding the circumstances when the courthouse would close. It was agreed that the issue will be addressed by the personnel policy committee.


REPORTS

ATTORNEY REPORT
Jim Zimmerman, Attorney reported that there have been a few arrests in the county and those arrested are currently in the Scotts Bluff County jail.

TREASURER
Monty Stoddard, Treasurer reported that he and Kathy will be attending a training at the Panhandle District Meeting on March 22nd so the Treasurer’s Office will be closed that day. He also discussed the high cost to publish the tax sale list because there are so many unpaid taxes on severed minerals.

CLERK
Lori Hostetler, County Clerk reminded that the Panhandle District Meeting will be on March 22nd in Gering. She reported that NIRMA has been notified that a former employee has reopened a workman’s comp claim. She also said that the new computer for her office has been set up, and she is in the process of getting new antivirus software installed on all the computers in the Assessor’s, Treasurer’s and Clerk’s offices. She also reported that the Road and Sheriff Departments now have their own county credit card.
