BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on July 17, 2018. This is in accordance with the adjournment of the July 3, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on July 13, 2018.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Chairman John-Robert Faden; Vice Chairman Robert J. Gifford; Sharon Sandberg, Assessor; Mark Kovarik, and Lori Hostetler, Clerk. Also present at various times: Monty Stoddard, Treasurer; Tom Neal, Highway Superintendent, and Jim Zimmerman, Attorney.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Gifford moved to approve as presented. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for July 3, 2018 and that the actions therein be ratified. Second by Faden. Roll call vote: Faden, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD 


Item #1 – Certification by the assessor that a copy of the portion of the property record file which substantiates the calculation of the protest value is maintained in the assessor’s office – Sharon Sandberg, Assessor certified that a copy of the portion of the property record file which substantiates the calculation of the protest value is maintained in the assessor’s office.

Item #2 – Protest Hearings – 10:30 a.m. 
The chairman called the hearings to order at 10:32 a.m.

18-1; 18-2 – Deuser Family Farms, LLC
Protests were reviewed.

18-11; 18-12 – Coral Production Corporation
At the request of the protester, protests were withdrawn. 

The chairman closed the hearings at 10:42 a.m.

Item #3 – Discussion and possible decisions on protest hearings

18-1 – Deuser Family Farms, LLC

Assessor’s recommendation – To leave values as set for 2018 at a total value of $144,995.

Gifford made a motion to accept the assessor’s recommendation and leave as set for 2018 because the values are equalized within the county. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

18-2 – Deuser Family Farms, LLC 

Assessor’s recommendation - To leave as set for 2018 at $298,105.

Faden made a motion to accept the assessor’s recommendation that the values remain the same - the land values are equalized within the county. Second by Gifford. Roll call vote: Gifford, yes; Faden, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 10:46 a.m.  Second by Faden. Roll call vote: Faden, yes; Gifford, yes. The next meeting will be held in regular session on July 24, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD 

Item #1 – Christy Warner – Possible action on letter of support for the VA- Highly Rural Transportation Grant  – Christy Warner stated that Kimball County Transit Services has received an award for highest ridership. She discussed a VA grant that is now available for new recipients and asked for a letter of support from the county. Gifford made a motion to send a letter of support. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

Item #2 – Approval of inventories – After review, Gifford made a motion to approve the inventories of the county attorney; assessor; treasurer; clerk; buildings & grounds, and real estate. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

Item #3 - Discussion and possible action on mowing policy for areas with Monarch Butterflies and Milkweed- Tabled.

Item #4 – Possible action on setting the date for the Budget Workshop – After discussion, Gifford made a motion to set the date for the Budget Workshop for July 31, 2018 at 10:00 a.m. Second by Faden. Roll call vote: Gifford, yes; Faden, yes. 

REPORTS 

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they are currently mowing south of town, and there is ¾ of a mile west of Highway 71 left to finish on Road 6. He said that he has interviewed one applicant and is working on inventory.

ATTORNEY
Jim Zimmerman, Attorney reported that there a lot more cases that require court appointed counsel, and there has been an increase in STOP participants.

TREASURER
Monty Stoddard, Treasurer presented a copy of the semi-annual statement, and it was approved. He also presented the pledged collateral report. 

SHERIFF
The sheriff’s quarterly report was received.

CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She also said that someone has been out to measure for an estimate on replacing the flooring in the courthouse.

No other reports.

Faden made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:48 a.m.  Second by Gifford.  Roll call vote: Faden, yes; Gifford, yes. The next meeting will be held in special session on July 31, 2018 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
