BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on February 21, 2017. This is in accordance with the adjournment of the February 7, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on February 17, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Vice Chairman Robert J Gifford; Member Robert Post; Jim Zimmerman, Attorney; Sharon Sandberg, Assessor, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent; Bryan Hulbert; Joe Blanke, and Max Miller.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote:  Gifford, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for February 7, 2017 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Sharon Sandberg, Assessor presented the land values which have been sent to the Property Assessment Division Peer Group for review.

Post made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Post, yes. The next meeting will be held in regular session on March 7, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #2 – Discussion on the recently purchased motor graders – Bryan with Murphy Tractor – There was discussion on the recently purchased motor graders. The highway superintendent and commissioners expressed their satisfaction with the purchases from Murphy Tractor.

Item #5 – Approval of application for snow removal and/or surface grading – Application was approved.

Item #6 – Discussion and action on monthly amount to be offered as cash in lieu of payment instead of health insurance premium – There was discussion – tabled.

Item #3 – Hearing for One and Six Year Road Improvement Program – 9:30a.m. -The vice chairman called the hearing to order at 10:05 a.m. with the following in attendance: Vice Chairman Gifford; Member Robert Post; Tom Neal, Highway Superintendent; Monty Stoddard, Treasurer, and Lori Hostetler, Clerk.

Tom Neal, the Banner County Highway Superintendent presented the proposed road construction that is listed on the one year plan and the six year plan.  There was discussion and comments. Gifford closed the hearing at 10:18 a.m.

Item # 4 – Approval of One and Six Year Road Improvement Program – Post made a motion to adopt the Resolution approving the One and Six Year Road Improvement Program as amended. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Item #6 – continued - Discussion and action on monthly amount to be offered as cash in lieu of payment instead of health insurance premium – After discussion, Post made a motion to set the monthly conditional cash out option payment for a single at $325 and $650 for family. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

REPORTS

HIGHWAY SUPERINTENDENT REPORT
Tom Neal, Highway Superintendent reported that they have been blading and have taken a look at Hendrickson Hill. He said that he has a new hire starting today, and that all equipment operators will be attending a motor grader class on March 21st in Alliance.

COUNTY CLERK REPORT
Lori Hostetler, County Clerk presented the clerk and the clerk of the district court fee reports. She reminded that Accountability and Disclosure statements need to be filed by March 1st. Also, she reported that she is getting a new computer because hers has been having major issues and is the server computer.
 
No other reports.
