BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on August 15, 2017. This is in accordance with the adjournment of the August 1, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on August 11, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:34 a.m. Present on roll call were:  Chairman John-Robert Faden; Vice Chairman Robert J Gifford; Member Robert Post; Sharon Sandberg, Assessor; Toney Krajewski, Assistant Highway Superintendent, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent and Marshall Tofte with NIRMA.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve. Second by Post.  Roll call vote:  Gifford, yes; Faden, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for August 1, 2017and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Post, yes; Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None 

Sharon Sandberg, Assessor reported that that the county’s valuations were lower than last year.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m.  Second by Post.  Roll call vote: Gifford, yes; Faden, yes; Post, yes. The next meeting will be held in regular session on September 5, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
        
Item #1 – Set date for budget hearing – After discussion, Gifford made a motion to set the budget hearing for September 5, 2017 at 10:00 a.m. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

Item #3 – Discussion and approval of inventories -  After review and discussion, Gifford made a motion to approve the inventories of the county court; the sheriff, and highway superintendent. Second by Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.
 
Item #2 – Karen DeBoer – Discussion of extension budget – Karen DeBoer discussed the increase in the original budget draft for 2017-2018. She then outlined changes she had made which reduced it to a total of $24,103. This was acceptable to the commissioners.

Item #4 – Discussion of county weed spraying and the number of times county roads are sprayed in a season – There was discussion with Cris Burks, Weed Superintendent of how often the right of ways are sprayed in a season and some of the problem areas in the county.

Item #6 – Discussion and possible action on closing the courthouse during the eclipse on August 21st – After discussion, Gifford made a motion to close the courthouse from 10:00 a.m. to 2:00 p.m. on August 21st. Second by Post. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

Item #5 – Marshall Tofte – NIRMA Member Profile – Marshall Tofte interviewed the commissioners for an article highlighting the county in an upcoming issue of NIRMA Interchange Magazine.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they have graveled Road 38. He said he will be attending a training in Ogallala next month.

CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district courts fee reports. 

TREASURER
Monty Stoddard, Treasurer presented the pledged collateral report.

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:12 a.m.  Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes.
