BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on August 1, 2017. This is in accordance with the adjournment of the July 18, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on July 28, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:34 a.m. Present on roll call were:  Chairman John-Robert Faden; Vice Chairman Robert J Gifford; Jim Zimmerman, Attorney; Sharon Sandberg, Assessor, and Lori Hostetler, Clerk. Also present at various times: Member Robert Post; Tom Neal, Highway Superintendent, and Monty Stoddard, Treasurer.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve. Second by Faden.  Roll call vote:  Gifford, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for July 18, 2017and that the actions therein be ratified. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None

Sharon Sandberg, Assessor stated that she is going to appoint Bernice Huffman as Deputy Assessor since she has passed the assessor’s exam.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m.  Second by Post.  Roll call vote: Gifford, yes; Faden, yes; Post, yes. The next meeting will be held in regular session on August 15, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
  
Item #1 – Michael Pierce – Discussion of tractor lease with John Deere Financial – There was discussion of the terms of the 3 year lease with John Deere Financial.

Item #2 –Consider and adopt resolution determining final allocation of levy authority – Sharon Sandberg, Assessor presented the levy requests. After reading the resolution into record, Gifford made a motion to adopt the resolution determining final allocation of levy authority for Pleasant Hill Cemetery; Kirk Cemetery; Banner Rural Fire District - General, Banner Rural Fire District – Sinking, and Banner County Historical Society. Second by Post. Roll call vote: Gifford, yes; Faden, yes; Post, yes.
 
Item #3 – Discussion and approval of inventories -  After review and discussion, Gifford made a motion to approve the inventories of the clerk; real estate; treasurer; assessor, and attorney. Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes.
 
There was discussion, that due to health issues, the groundskeeper will not be able to work anymore this year. There was discussion on possible options available to finish out the summer.

REPORTS

CLERK
Lori Hostetler, Clerk stated that Marshall Tofte with NIRMA would like to come to the August 15th meeting. She said she has been preparing for the budget workshop to be held on August 9th at 9:30 a.m.

TREASURER
Monty Stoddard, Treasurer stated that he is preparing for August tax collections.

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they have been working on repairing blowouts. There was also discussion on the possibility of selling the Ford Model 276 tractor.


COMMITTEE
Member Robert Post reported that he is now on the NACo Board.
